Statistically speaking, there has been no positive numbers on any level proving the wearing of a helmet will save a person. Helmets are actually only rated for a 14.5 mile per hour impact at best. So as for this SB177, I approve in the forward direction of freedom of choice for the riders. This bill should further be mandated to include people who ride "scooters" to complete said motorcycle safety course or wear a helmet as well.
