| Against | I am a homeowner and Board member of my 433 single family homeowner association in Clark County and I urge you to VOTE AGAINST this Bill!!! This Bill only reacts to special interest groups and does not provide for the associations in our state. Transfer fees, as charged by my association, provides for the cost, labor, equipment and time it takes to make the changes from sale of property from owner to owner. Owners must be changed in our computer system, our accounting of both prior owner (seller) and new owner must correctly be updated to reflect payments at closing by title, a welcome letter is sent that provides important association information to the new owner, and mailing addresses are updated if the new owner does not live on property. This takes time and sometimes is not able to be done by only one staff person, so please do not further restrict our HOA's from doing the day to day business operations that are necessary. I believe the current laws relating to procedures to allow owners notice of violations and hearings conducted are appropriate and should not be revised. I believe most Board members (remember, they are volunteers) try to do the right thing, and the few boards that are shown in the media do not reflect on the many associations and boards that are good and fair!
