Against I don't read anything in this bill that prevents prosecution of animal owners who put their animals down because they are sick or injured. So is it mandating the services of vetrinarians, who get more expensive by the minute? Also, does this prevent individuals from raising animals for meat? This is a bad bill that micromanages citizens. This is very un-Nevadan. Jun-05-2011

For Dear Assemblymembers: I am writing to urge your support of SB 223. I wish that we could be there to testify in person, but our jobs will not allow us to attend. I believe strongly in the words of Mahatma Gandhi who said: “The greatness of a nation and its moral progress can be judged by the way its animals are treated.” Animals have no voice and to demonstrate the greatness and moral progress of Nevada, we need to be the voice of Cooney, and other animals who have been maliciously and intentionally injured or killed. We found and adopted a gentle cat, Vincent, who had been sprayed in the face with mace (or some other type of toxic chemical) and abandoned in a parking lot. The callous cruelty of the perpetuators of the torture of Cooney and Vincent should not be punished by a mere slap on the wrist. We also believe that Cooney's law is important because: · Studies show there is a link between animal abuse and domestic violence · Studies show there is a link between animal abuse and violent tendencies, crimes (rape, murder) · It gives law enforcement a tool to hold animal abusers accountable, especially where domestic violence has occurred or been threatened. · Currently, anyone could torture, mutilate, beat or kill their pet, OR even worse, YOUR pet, and it's ONLY a misdemeanor. · There's already Felony provisions for show dogs, let's include all pets. Please support SB 223 and make such malicious and cruel acts of torture a felony the first time, and not just the first time for show dogs. People should not get away with cruelty to animals. A slap on the hand is not punishment. May-19-2011
For May-19-2011
For Anyone who would oppose this bill most likely has sociopathic tendencies themselves (http://www.mcafee.cc/Bin/sb.html) Not watering your dog is already grounds for a misdemeanor charge under NRS. What should be the penalty for not giving your dog water when it's 120 degrees in Southern NV and the dog lives in the back yard? And, for those who say animal cruelty will have harsher penalties than human cruelty: simply NOT TRUE. Why should we WAIT until someone commits a felony on a human to hold them accountable instead of punishing them when they torture or kill an animal. Animal abusers will most likely graduate to humans. PLZ PASS THIS BILL! May-18-2011

For Please pass this. Cruelty SHOULD be a felony. Thank you. May-11-2011
For Please pass this bill so that it becomes law. Animal cruelty, especially those like what that man did to Cooney, have got to be considered more serious than just misdemeanors. Also, often people that abuse animals also abuse people, whether it be their spouses or children. Making serious acts of animal cruelty a felony from the 1st time they are committed may keep a child or spouse abuse off the streets. Let's make SB223 a law! May-11-2011

For I wish the bill were stronger, but I'm grateful for any help we can give to animals. They're not toys; they're sentient beings. Apr-28-2011
For I wish the bill went further, but it's much better than what we have in place currently. The mores of society are changing and along with that comes cruelty in many forms that this state hasn't dealt with before. Trapping and hunting are long time traditions and should not be interfered with. This bill is not invasive against any group except animal abusers. I did notice there are reasons in the "for" column, and the against are blank. Nobody except the crimianal element will be affected by this. Apr-26-2011

For This is a very important bill, it's not about touchy feely, it's about getting vicous people off the street. It is not about humans versus animal rights. here's a plan; lets give them both rights. I am sick of the animal rightists but these people who are saying they think it's okay to torture animals seem to be defending their right to do that. No person of integrity would stand before any legislative body and believe that dismembering any living creature with a boxcutter should be a walk away crime. The NVpaw people are making HSUS look sane. If you want stronger laws protecting humans go for that through the process, dumping a good law just because you dog agree with the person who brought it forward is bad for credibility. Apr-25-2011
For Apr-25-2011
For Read the bill, where are the " anonymous" complaints listed. There is a confidential til charged reading, learn what you are against. It's people shooting in the dark at the wrong target who creat havoc. Why the paranoia about a bill that makes a crime of violence less than a felony. If domestic abuse is lightweight, bring it to Carson and tighten it up. Apr-25-2011
Against I am an avid animal lover and animal owner. I care for many animals that have been discarded by others. I do not condone cruelty in any manner for animals or humans. However, in reviewing this bill, it appears to create a harsher penalty for animal cruelty than for human cruelty. Due to the anonymity of reporting and seizure ability, constitutional due process rights and property rights are violated. Good intentions, bad bill. Apr-25-2011
For Apr-25-2011
For Apr-25-2011
Against If this bill passes, it will create a harsher penalty for animal cruelty than for human cruelty. Law enforcement testified that under this bill if they went into a domestic situation where there was spousal abuse and dog or cat abuse, it would only be a misdemeanor for the spousal abuse but a felony for the animal abuse. Apr-25-2011
Against It mandates that anyone reporting animal abuse will remain anonymous. It makes revealing the identity of an anonymous reporting person a misdemeanor. This may sound like a good thing, but radical animal rights groups like HSUS and ASPCA are abusing this provision in other states where they have gotten this into law, and seizing animals based on “anonymous tips,” where the owner is then never charged with a crime. This results in constitutional due process rights violations and property rights violations to the owner, and their property is seized without due process or recompense. There are now numerous court challenges recently to these “raids” and several have been deemed illegal and unconstitutional. Apr-25-2011

The monster that hurt this poor, defenseless animal, needs to be punished along with any others capable of this kind of act. For Currently, it's only a misdemeanor to: torture, cruelly beat or unjustifiably injure, maim, mutilate, starve, let die of thirst, or kill an animal, whether belonging to the person or to another. It only becomes a Felony after you've abused your 3rd animal. It's currently a Felony under NV law (NRS 574.107) to tamper with a show-dog. We believe all animals deserve this protection. SB 223 “Cooney's Law” is important because: · Studies show there is a link between animal abuse and domestic violence · Studies show there is a link between animal abuse and violent tendencies, crimes (rape, murder) · It gives law enforcement a tool to hold animal abusers accountable, especially where domestic violence has occurred or been threatened. · Currently, anyone could torture, mutilate, beat or kill their pet OR, even worse, YOUR pet, and it's ONLY a misdemeanor. · There's already Felony provisions for show dogs, let's include all pets. Against The law is to broad in its definition of what cruelty is. A Rancher or Property owner could be prosecuted for protecting their land against varmits and other pests. The current law should be sufficient. It seems certain interest groups want to use this to empower themselves. Mar-31-2011
For people who committ intentional cruelty against animals often go on to abuse people- they are criminals in any civilized society and a public menace- they need to be aggressively and severely punsihed by law. Every living creature has the right to be treated humanely. Cooney a little pet dog was brutally killed by her owner with a box cutter last October- she could not save herself- the Citizens of this state have a duty to protect innocent animals against violent criminals. Abused and neglected animals have few rights.
