Commercial breeders out of state will continue to supply puppies to our state with no regard for care. It will ONLY affect those with flagrant, obviously offensive facilities in which animals are kept in filthy, disease-producing conditions. This bill will insure inspection of breeding facilities. Right now businesses with low standards come to Nevada because it's a free for all. Is that the reputation we want? | For | I generally don’t like the government interfering in our lives. However, animals can’t speak for themselves and are dependent on us humans. We are killing thousands of cats and dogs in our shelters every year. That cost, as well as the cost for animal control, is paid for by the taxpayers. The breeders, whether they are legitimate, back-yard breeders, puppy mill owners or just accidentally breed their animal, are the one contributing to this problem and we, the responsible pet owners (and non-pet owners) are paying for their privilege. | Against | I am an animal lover and owner. I am vehemently against puppy mills for its inhumanity and cruelty. There are no known "puppy mills" in Nevada. There have been isolated situations of hoarding. However, this bill is harsh and restrictive for competant hobby breeders. It infringes on constitutional rights of animal owners by forcing them to subject their homes to inspection by the local government “at any reasonable hour” in order to be granted a permit. No other segment of our lives forces this intrusion upon people, including gun ownership. Since violations of NRS 574 statute can result in criminal charges, subjecting people's homes to law enforcement inspections without due process is clearly unconstitutional. There is current case law to support this. 2. It requires MANDATORY microchipping for any puppy or kitten sold by a breeder, but does not require shelters or rescues to microchip dogs and cats they sell. This sets different standards requirements between shelters and private citizens. 3. It defines commercial breeder so broadly that it will affect EVERY dog/cat breeder in the state, mainly caring HOBBYISTS and FANCIERS. 4. It mandates animal husbandry standards that are contrary to expert veterinary advice with regard to breeding frequency.
