Against Needless change to a system that works. There is no reason why you can’t have both a recording and the transcript. Most people still prefer to READ, not strain their ears at a live recording full of random noises and echoes. Feb-12-2013
Against My mom is a court reporter and she works very hard to always have a true and accurate transcript even if it's from a recording. She's the hardest working person I know. Since the economy went bad she's had to leave home and work in California where there's more court reporting work. Please don't pass this. It will just make it harder for reporters to earn a decent living in Nevada. Please. Feb-12-2013
Against The Economy is bad enough in Nevada that we dont need to be paying non-certified people more money to produce a rough and adequate transcript anyway. It should be left up to certified Court Reporters with experience, also if they kept Court Reporters in the Courts where they belong we would NOT be having this discussion. Feb-11-2013
Against I worked too long and hard acquiring the skills of preparing a verbatim transcript to stand by while my profession is downgraded to that of clerical typists. Only a court reporter who has spent time in court proceedings and truly understand the legal system can tackle an audio recording of proceedings and prepare a transcript that is most usable in court. We have the requisite knowledge to know how to distinguish speakers and that is a misspeak as opposed to simply typing in what is convenient to the typist which may not be accurate. If someone wants to get paid to certify a court proceeding, they should be certified by the State of Nevada as such. Not just anyone off the street should be able to produce these transcripts. It is a matter of the public's concern for being able to receive the best product possible for the price they pay. Please don't discount what we do. Thank you. Feb-11-2013
For I reluctantly support this because I am hopeful that it is a step toward keeping non-violent drug offenders out of prison. Prisons cannot provide any worthwhile drug rehabilitation, you need alternative sentencing! Feb-05-2013
Against Although at this time I reside in Idaho, I have worked as a court reporter and am currently licensed in Nevada as it is my home state. I plan on returning to work in the future and am against this bill. Feb-04-2013
Against I am writing in opposition of the transfer of the parole function from Department of Public Safety to The Nevada Department Of Corrections. The NDOC in control of paroles will mean they will have control of releases and revocation policy. NDOC is unlike any of our neighboring states. They have only experience with institutional operations and not paroles. It is true all of the neighboring states have, for years, had parole and prisons in one department. Over the years the staff have promoted between parole operations and institution operations. When a typical administrator makes it to a high position they usually have worked both sides of the house. This is very rare in Nevada. With the merger you will have prison administrators with exclusive institutional backgrounds making key policy decisions concerning when someone is arrested, and when someone is released. They will judge things from the perspective of Correctional cost savings. Public safety will matter less. There are hidden costs. At some point DONS will have to be reengineered. Radio Systems, cars, office space, evidence lockers, and a joint computer system developed. OTIS and NOTIS are fundamentally incompatible. Maybe not this budget but definitely the next. I recommend leaving things they way they are. With the demands being placed on the budget from Education, Higher Education, the implementation the Affordable Care Act, and a Governor unwilling to raise taxes you do not need to fix something that is not broke! For THIS IS GREAT LAW!!!!.... It performs the basic mission of law, to address behavior, set punishment, gives needed assistance and a path to redemption. Seems to be very fair and balanced, recognizing people make mistakes and that they can correct behavior. Jan-17-2013
