| Against | The fact is unless they're native species, which maybe a few are, I don't know that it's a given that all horses/burros were brought by Europeans, but in general they are descended from domesticated animals and must use a lot of desert vegetation and water. I think they should be adopted out as much as possible and also if possible curbing their reproductive ability or slowing it down, even though I don't know how possible that is. I don't want any of them killed, but to just outright think of them as native animals and treat them as such isn't based in reality. | May-04-2013 |

| Against | Feral horses are destroying the watering holes & running off the wildlife that uses them. The areas w/ large populations if wild horses have very little mule deer & antelope usage. This is a knee-jerk reaction & isn't the result of thinking about a solution, just reacting. Like most people, i enjoy watching the horses run. There are entirely too many for the amount of water & feed that we have in this desert environment. No one is thinking about the impact large numbers of feral horses have on the ecosystem & the damage to the wildlife. Protecting them won't help find a solution, in fact, it will just make finding one that much harder. I'm adamantly opposed to this bill. It's a a waste of taxpayer dollars & will not help the problem. | Apr-19-2013 |
| Against | Apr-17-2013 | |
| Against | As written I strongly oppose this resolution unless it is amended. Houses and burros must be maintained at Appropriate Management Levels (AMLs). If horses and burros are not managed using best practices which are based on sound biology and science the entire Nevada ecological system will suffer. Yes horses and burros are iconic animals of western lore and history but they should not take priority over our native wildlife. Out of control horses and burros may/will impact the sage grouse issue in Nevada more than either mining, ranching or energy development and if not controlled will result in the listing of the sage grouse which will have significant negative impact to Nevada's economy. Many countries around the word have had significant problems when non-native feral animals that are allowed to run amok. I do not feel the sight of dead or dying horses on a mismanaged range is what anyone wants to see when they visit the Nevada outdoors but that will be natures management method if we fail to follow best case management practices. | Apr-08-2013 |
| Against | We do not support this resolution. There are no "Wild" horses in North America. These are feral farm animals dumped by ranchers and suburbanites or escapees from domestic herds. No state or national wildlife agency recognizes horses as wildlife and because they are really domestic farm animals they are managed by state and national agriculture departments. These non-native invasive pests are destroying our native ecosystem and are a threat to indiginous species such as sage hen, mule deer, antelope, etc. All horses should be removed from public lands. | Apr-07-2013 |

| Against | Feral horses destroy Nevada's native plants, compete with native animals, and devastate riparian habitat and should be removed as soon as possible by any and all means. These left over ranch horses are non-native invasive pests and have no place in our fragile ecosystem. | Mar-27-2013 |

| Against | Please vote against this. I support humane treatment of animals, but these horses are no more wild than the feral pigs in Texas and the nutria in the bayous. They do great damage to the range, especially around water holes. I know most people are used to seeing them in East Reno and Sparks, but they are all over. | Mar-21-2013 |

My tax dollars should be used to secure the horses future now! | Mar-21-2013 |
| For | Please move forward and protect wild horses and burros in Nevada. | Mar-21-2013 |
| Against | What is next? Is California or Texas going to be the home for feral pigs? Horses are beautiful but they are not native to Nevada and they are not wildlife. Nevada rangeland should not be forced to support these abandoned farm animals at the expense of our native species and fragile ecosystem. Please do not support. | Mar-21-2013 |

| For | Please protect our wild horses and burros from being rounded up or trapped, which in many cases is done inhumanely. The families are terrorized, separated and transported in crowded trucks and trailers. Many injuries and deaths and aborted foals are caused by these actions and the animals are horribly traumatized. The BLM and the Dept. of Agriculture are quickly eliminating our state natural heritage of wild horses and burros. The only way you can stop the sale of horses to kill buyers is to stop the supply available to them. By lowering the numbers extensively, as they already have done so, also weakens the potential for longevity, because, then of increased in-breeding. Tourism will also be negatively affected, because people will no longer visit to see the majestic wild horse. Please support the Wild horses and Burros. | Mar-20-2013 |

| For | I am from Texas so I doubt my voice/vote will not count. Nevertheless, I was elated to hear that Nevada legislators have agreed with the CHILDREN of Nevada to prevent free-roaming horses from being in danger of slaughter, I felt compelled to submit my comment simply to say, 'thank you' to the 2013 77th Nevada legislators for listening to the CHILDREN of your fine state. By making this agreement with the WH&B advocates and, mainly, Nevada's future generation; their CHILDREN...to protect thier majestic, magnificent wild horses, mustangs and burros from slaughter is an agreement you will never regret and the children will ALWAYS REMEMBER!!! | Mar-19-2013 |
| Against | I support humane treatment of all animals and dumping domestic horses in our arid habitat is cruel and abusive, pure and simple. Horses deserve better and the native wildlife can not compete with a starving 1000lb desperate abandoned farm animal. | Mar-19-2013 |

| For | While this is not the solution for saving our wild horses, it is a step in the right direction. "The Solution" would be to leave the wild horses ALONE in their homelands, our public lands, where they are supposed to be safe and wild. The BLM is wasting my taxpayer money on expensive roundups ($60,000 for the helicopter and $350 per horse rounded up and, then costly warehousing those unfortunate horses in expensive "long-term holding facilities" until sold at auction to buyers who ship our wild horses to brutal slaughter in Mexico or, Canada for human consumption by foreign countries (thanks be to God! The public needs to really understand that they are driven off of their land due to these interests and that it is really not about overgrazing. They are not being adopted after capture by the BLM mainly due to the high cost of feeding a horse. Perhaps a tax incentive for those of us who have adopted them would be a great help. | Mar-18-2013 |

| Against | Wild horses are thriving in Nevada. They are not in need of protection but in need of management. Their population numbers must be reduced to allow native species to prosper. Fenced "eco-sanctuaries" directly conflict with the idea of free roaming animals. Anyone who wants to enjoy wild horses can do that right now, just take a drive, take a picture, watch them run. We do not need to have a resolution to support them. | Mar-17-2013 |

A nation built on the backs of these animals. They need your help before they are only a part of some forgotten history book. | Mar-17-2013 |
| For | We enjoy visiting Nv but if the BLM is allowed to remove all the wild horses and burros, there will be no reason for us to ever visit again. We have spent money in your hotels, on food and in your casinos. Please protect our wild horses and burros. The land was given to them by the people and the government and yet the BLM who is supposed to be protecting them, is wiping out the herds and then guessing on how many are left on any particular HMA. | For | SJR1, a resolution in support of wild horses and burros, deserves your backing, not only in view of the inhumane, unethical, and arguably illegal practices being carried out by our government, at both the state and federal levels, but because the broader public, the will of the people of the state of Nevada, has the right to be heard, not just narrow economic interests that relentlessly lobby our leadership, pay for large chunks of campaigns and, in the end, wield undue influence over the greater course of events in our country. The people of NV deserve to have a voice! This is an issue whose time has come. Nevadans want the rest of the U.S. to know they support, respect, and value our wild horses and burros, and view them an a asset to our state. Pass for SRJ1! | Mar-16-2013 |

| For | Nevadans need to care for these animals. There are many organizations that are eager to step in and do this so that the government (Dept of Agriculture) doesn't have to. There are many private citizens who WANT to do this, and must be allowed to do so. The following was posted on the Washoe County website by me in December: If you saw a horse without food or water that was extremely skinny with its ribs showing, you would wonder why its caretaker or owner was neglecting it. Animal services might even get involved and fine (or even imprison) the owner for neglect. However, if the Dept of Agriculture is the caretaker, it seems this neglect is allowed. I don't understand. If the Dept of Agriculture doesn't wish to care for the wild horses, there are other organizations that are more than willing to do so. These organizations should be allowed to feed, water, administer medical care and birth control as needed. There could be an ACTION Committee formed that included these organizations and the Dept of Agriculture. We all need to WORK TOGETHER for the well being of the wild horses. | Mar-15-2013 |

We have lots of room for them and should not be allowing unnecessary roundups and slaughter. The numbers have dwindled to a tiny group in the Carson City area and it is a sad day to think we in our own ignorance would allow this to happen to our symbol of the West, not to mention the grandchildren who will only hear stories and never see the beauty of wild mustangs running across a field. They have been in my heart ever since. I just thought I would let you know how much protecting them means to hundreds of thousands of other people all over this country. I know I'm one voice, but think I speak for so many that feel the same. The are a symbol of this country, of our west and it's heartbreaking what has been happening to them. | For | It's time our legislators support something that will solidify the position of a Nevada Icon, the wild horse. We are in short supply of cultural icons that can be embraced as family values and tradition, as a way of promoting our state. We have wild horses on the phone books and quarters, yet few legislators will stand to give us something to be proud of: A symbol that represents the wonder of Nevada and it's culture. Gambling and mining don't say this is a great place to raise a family. We need our elected officials onboard with this one! | Mar-12-2013 |
| For | I am proud of our wild horses and burros. Twice a year friends come out here to visit me and we all go wild horse viewing. My whole reason for moving to NV. is because of the mustangs and burros. PLEASE PROTECT THEM, KEEP THE HEARDS A VIABLE SIZE FOR GENETIC SURVIVAL AND FUTURE GENERATIONS. They are not wild animals and they did not evolve into their current domesticated form in our harsh arid ecosystem. Horses deserve a better life than to be abandoned to the desert. Native wildlife that evloved here should be our first priority. Stop the emotion and use modern science to manage our public lands, wildlife, and horses. | Mar-11-2013 |

| Against | While it is clear that wild horses are an important Nevada resource, unmanaged feral horse & burro populations are not in the best interest of the animals or the state. I oppose any approach that does not maintain the herds at Appropriate Management Levels. Furthermore the herds should not be managed as a priority species above native sage / range land inhabitants such as sage grouse (nearly endangered), Mule Deer & Antelope, to name a few. I ask that the BLM & USFS be forced to manage to the 1971 Act and subsequent amendment mandating the ecological balance with all other uses; and if necessary remove excess feral horses & burros. Please refer to the extensive studies completed in the Sheldon Wildlife Refuge showing excess feral populations do ecological damage. | Mar-11-2013 |

| For | Wild horses and burros in our state need protection from being arbitrarily gathered and removed. These animals live best in the wild, undisturbed by Man. They have existed this way for many years before there was widespread human settlement of Nevada. It is Man who has intruded on wild animals' habitat, not the other way around. Man needs to respect wildlife rather than seek to unnecessarily disturb, control and destroy it. The recent removal of wild horses from the exurbs of east Carson City was a sad day for the community. Please protect wildlife when state agencies (Wildlife and Conservation and Natural Resources) charged with this responsibility in NRS 501.171 refuse to act appropriately. | Mar-10-2013 |

| Against | Abandoning horses to fend for themselves in our climate is animal cruelty. Nevada is not Kentucky, "The Bluegrass State". Nevada is "The Sagebrush State". We are the driest state in the union and not good horse habitat. There are no large horse farms in Nevada and there never have been. Water is at a premium and all wildlife suffer from a lack of water in the summer and potentially feed in the winter. Our native plants and small springs can not support 1000 lb beasts. Cattle ranchers have to haul water or drill wells for their stock during the summer and most ship them to better pasture or feed them in the winter. Nevada ranks very low amoung beef producing states because of our harsh climate, lack of water, and low yeild grazing land. Most states boast about how many cows can be raised per acre, in Nevada it is more of a matter of how many acres it takes to raise one cow. Conservation groups are constantly raising money and donating their personal time building watering improvements for wildlife and have built over 2000 to date. Who is going to feed and water these unfortunate creatures? | Mar-08-2013 |

But the rest of the state suffers from over population. Wildlife is run off of water by these large herbivores. Bighorn sheep that have been around Nevada for 30,000 years have to compete for limited resources. Degradation of spring and riparian areas effect spring production as well as directly effecting the pocket book of the rancher in Nevada. Please support sound management of horses in Nevada and take the food stamps out of the horses mouth. | Mar-08-2013 |

| For | Wild horses are a living symbol of the West. Whenever I have company from out of town, the first question I get asked is , "Where are the wild horses?", or something similar. Tourism in general uses them as a symbol for Nevada, pick up a tourism brochure and you'll see them in there. They're even on the back of the quarter for Nevada and on our local telephone directory. They should be kept free and wild as they have always been! | Mar-07-2013 |
| Against | We are not running out of unwanted horses. Every time the price of hay goes up or another "Horse Lover" decides to set his pet(s) free the free roaming herd grows by another 100 or 1000 starving members. This is not wildlife management, heritage preservation, or the prevention of animal cruetly. This is stupid, cruel, ignorant emotion pure and simple. People dumping horses should be charged with animal cruelty and these poor animals should be saved from abuse and given caring and loving homes. America should see this what what it really is. | Mar-07-2013 |

Perhaps, for once, consider, they do belong here and are part of natural world that so desperatley needs better care of - this is not for tomorrow, this is for 20, 40, 100 years from now. Yes, we do want not only the gamblers but the ones that want to see our history, sites, and WILDLIFE. Yes, it is true that they do want to see wildlife especially our National Heritage wild horses! And it is not only tourists from within the states but ones from Europe and elsewhere! I've been up in Virginia City in stores hearing tourists, yes tourists from out of state wanting to see the mustangs. We can capitalize on them to bring in the tourism to see them like North Carolina and the ones on an island there. They don't do the damage to land as much as the cattle and the sheep do. We need our tourism badly. President Nixon assigned them the National Heritage bit. Those horses ancestors gave their lives for our freedom during the Civil War for the north, Indian Wars, Spanish American War,World War One and World War Two. Some are even right now are serving the U.S. on our northern and southern borders. So, protect them from being killed or landing up in long term places being baby sat with costs. | For | This bill is a no-brainer! The wild horses need our support, they need to be and stay where they are, in the wild, and the BLM needs to butt off, especially in this state where it seems to have the cruelest, most inhumane BLM people. | Mar-06-2013 |

| For | Mustangs are as American as we are! I realize that there is claim that horses are not native to America ( even though they recently discovered proof that modern horses where here before the new country was discovered) but ok lets put that aside. The simple fact that they where here before America was born makes them American. Horses are loving animals and given half a chance most mustangs can adapt to anything a modern horse can, they have proven themselves over and again. I believe the bottom line on "removing unwanted horses" boils down to the mighty dollar. These horses are being rounded up and sold into slaughter because the horse meat market is in trouble, thus drug free horse meat is bringing a dollar amount that has BLM drooling. Just one more excuse for them to think they need to abolish our wild horses!! Keep our herds safe with HONEST control of herd sizes that can be as easy as gelding and controlled breeding, not slaughter! I am in the process now of moving into NV and would be heart broken if the horses where not part of this iconic landscape | Mar-06-2013 |
| Against | Wild horses and burros in Nevada are a non-native, destructive and invasive species. I for one don't want to see any wildlife go extinct or be over populated but come on now its not like they opnly live a few years!!! Many have been know to live well past 30 years and some into their 40's. China finally had to limit the number of births but this wild horse and burro tragedy is a poster child for a government agency that had no game plan. I say adopt or send them to the processing plant where everything gets used. Horse meat is table fare in some countries...I don't think the homeless would object. Horse hair is used for strings to musical instruments, hides are used for leather products. I say cull out the weak and diseased and turn the healthy ones loose after some sort of birth control. They are managed by the BLM as part of the US Department of Agriculture because they are feral farm animals turned loose by ranchers and suburban horse lovers when they tired of them. In 1971 an ill conceived law dumped them on the public dole and our federal lands. 100s of millions of dollars have been wasted and millions of acres have been damaged because of this government boondoggle. | Against | I do not support treating wild horses and burros in Nevada like a protected species. they are an invasive specie and should be managed in a fashion that allows local governments, range officials, and wild life biologist to prescribe harvesting or capture in order to minimize their impact on wildlife habitat and water sources. Horses are very territorial and drive other wildlife away from water sources and directly compete for food with native species. They also require large quantities of water and I have witnessed the extensive damage they can do to a spring or water hole. They are self-perpetuating pollution left behind from the over grazing destruction of the Sagebrush Steppe Ecosytem that was allowed in the late 1800s. This rape of our native range land must stop. The history and heritage of ranching can be viewed in movies, at rodeos, and in museums without America sacrificing its indiginous wildlife by allowing these relics to devour every blade of grass from Sacramento to Salt Lake City. Please remove these invasive pests by whatever means possible as soon as possible. | Mar-04-2013 |

| Against | The mismanagement of wild horses in this state is a travesty. The ongoing damage to native ecosystems continues as money and resources are squandered in incredibly nonsensical fashion. This is a prime example of not paying attention to science. Horses are treated like golden calves while less charismatic species such as native shrubs and grasses are ravaged, watersheds and soils are traumatized beyond belief and now we have a bill that canonizes these pathetic creatures. Yes I said "pathetic", in many of the poorer habitats in this state they are hanging on by a thread, day to day existence competing for water from damaged springs and forage from compromised plant communities that are also hanging on and on the verge of collapse. 40,000 head of these animals are standing around in the midwest and elsewhere being fed at taxpayer expense to the tune of millions of dollars. Simply because of misguided people that stop them from being used, or at least euthanized. If nothing else amend this bill to say that these things need to be managed at appropriate management levels that are supported by science. (AML) | Mar-04-2013 |

As written, it appears to be an attempt to fairly manage and take advantage of the presence of wild horses in Nevada. While I completely agree that "invasive" non-native species must be carefully managed, horses and burros present a unique challenge. Their roles in the building of the West cannot be downplayed or ignored. At some point, species WE have brought to the continent must be acknowledged as having a permanent place, even after having supposedly outlived their usefulness. Technically, dogs, cats, and non-Native American people are also non-native species, so in all fairness we have a responsibility to balance the needs of the creatures we brought here with the native lands they inhabit. This Joint Resolution seems to support actions that will do that. | Feb-27-2013 |

| Against | Wild horses and burrows are becoming a predator in the Nevada outdoors. I have hunted in northern Nevada for over 20 years and noticed that wild horses and burros are destroying the food needed which our game animals to survive. Instead of support we need to work on management tactics so all animals have the resources needed to survive. | Feb-17-2013 |

| For | I am in complete support of SJR1 submitted by Senator Manendo. We in Nevada have a unique opportunity to provide the wild horses and burros of the west a safe, protected home where they can thrive and be valued by tourists from around the country and the world. People pay substantial money to come to Nevada now to get a glimpse of the 'wild west'. We should not back away from this opportunity and instead embrace these creatures and what they stand for. Proper management of the herds and access to them can be easily converted to tourist dollars. Protect our wild horses and burros - they deserve our respect and protection. | Feb-15-2013 |

| Against | The government has been trying and failing miserably to manage wild horses for many years. They do not provide revenue or value to this state. In fact they destroy revenue and value of the state by overgrazing rangeland that would generate substantial revenue from livestock grazing. Think with your head and not your hearts people. | Feb-09-2013 |

| Against | AGAINST; Vote NO. Wild horses are NOT native to Nevada. Wild horses are a burden and threat to the ecosystem; they destroy habit necessary for native wild game and rightful livestock grazing. | Feb-02-2013 |
| Against | The wild horses are not natural to here. They infringe on land use. Manage them with an oversight agency where ranchers can herd them up and sell them. Proceeds to be used for ranchers time and all other monies for use in natural resources not animals left union tended. | Jan-30-2013 |
| For | The system used to manage wild horses and burros is broken and has been for many years. How much longer do these animals have to suffer? How many more voices need to be heard in protest against the way they are managed? Wild horse advocacy groups, as well as individuals, have been trying for years to draw the attention to the horrific conditions used in managing the horses and burros. Are they not being heard? Perhaps a few interpreters are needed because these voices are no longer coming from just US citizens, but they are coming from all around the globe. Tourists have written the Governor stating they will no longer visit until changes are made to improve the conditions for these animals. Have they not been read? How much tourism money can the state afford to lose? How many videos and/or pictures showing animal abuse while they are being managed must be presented in order for action to be taken? Obviously everything thus far has not been enough for the government. Tell us; tell the world, what is needed for there to be a change in the right direction? How many more stallions should be pulled from their bands? How many more foals should be separated from their Moms? How much more bloodshed from these animals must there be in order for our government to take positive action? | Jan-30-2013 |

| For | Returned native species, wild horses have lived and thrived naturally in the wild in Nevada for hundreds of years. They are an integral part of the land and landscape. Wild horses are an asset to "eco-tourism" and as such, ought to be protected and preserved. BLM has failed to implement the most basic tenets of the Wild and Free-Roaming Horses and Burros Act of 1971. It's time to relieve them of that responsibility, and place these icons of the west into more capable and competent hands. Thank you for your consideration. | Jan-23-2013 |
