The right to carry and have firearms can only help safety in our nation. Criminals will be criminals regardless of the number and type of legislation that is passed. Honestly, if you can shoot one you can shoot the other effectively. Against: This legislation is actually more restrictive than current law. Under current law, it is legal to "conceal" any semiauto if authorized -- including rifles. Under the proposed legislation, it would become illegal to transport a rifle in a case which does not appear to contain a gun upon "ordinary observation". This would include transporting a rifle for the purposes of hunting and/or recreational target shooting. This would allow people to carry concealed lever-action pistols, long barreled single shot pistols, quadruple derringers, and all other action types that were previously arbitrarily denied. However, I do not like that this bill changes the word "firearm" to "handgun" in every place. In the past, if a person qualified on a semi-automatic firearm, they could carry concealed a semi-automatic rifle since the law was not limited just to handguns. Since Nevada law provides no provision even allowing the concealed carry of a firearm in a case without a permit, as a permit holder, it was nice to know that my permit also allowed me to transport semi-automatic rifles and shotguns in a fashion that was not obvious to ordinary observation. Attorney General Opinion 93-14 held that a firearm in a case held in the hands would be considered concealed under the law, and thus a felony offense without a permit. If the wording of the bill was changed so that the word "handgun" was used when describing qualification requirements, but the word "firearm" was used when describing what the permit pertained to, I would support this bill. That would require qualification with a handgun, and carry of any handgun or other firearm.
