Its only aim is to benefit teachers (who are over paid and under performing)and the teachers' union. Waste, duplication and pure inefficiency in the school districts should be cleaned up before any more taxpayer money is thrown down that rat-hole. It piggybacks onto the IRS code and extends its terms with complicated state-specific provisions. Against I am the President and owner of Reno Tahoe Construciton. I am also from a large family of educators, so I am sympathetic to the teachers struggles and the difficulties they face. However I do own a business and know what I can and can't do to help our education system. The struggles I have faced to keep my business afloat during the past five years, I have no better words to descrbe than it has been the "fight of my life". The difficulties along with the general lack of work, and dismal economy include banks closing of my line of credit and sweeping of my cash from my account, forced liquidation of equipment, bonding hits,insurance increases and to top it off I had a million dollar embezzlement in the mist of this recession. I have been pushed to the brink of bankrupcy but was too stubborn to give up, and today I can say that we have survived and been able to meek out a profit for the last two years. Through all I have been through I have never felt my business and livelihood more threatened than I have by this proposal. Since the margin tax is based on gross revenue and since our business operates on large volumes and small margins this tax will be the blow that pushes me over the edge. My company employs 60 people and does a volume in the 10 million dollar range, that doesn't mean I put 10 million in my pocket every year. If we have a good year we can expect a 3% profit. Thats around 300K in profits, now if the state wants to take 2% of my gross revenue then they will be taking 200K leaving me 100K to pay my Federal taxes. Leaving me with nothing to grow the business or add additional employees. Why would anyone with a business mind on them stick around. This makes California look attractive with their 10% income tax. This is definitely not the answer for our schools and it definitely is the blow that will force this lifelong Nevadan to look at opportunities outside of this State Mar-08-2013

We have seen that there is no such thing as a "temporary" tax, as demonstrated by the taxes which were supposed to "sunset," and did not. Nevada may have a reputation as a low-tax state. Against The proponents of this measure use as a given that more education money equals a better education. That simply is not proven!! We have increased spending in this state for years on education and our scores and graduation rates have not improved. They want to use more money on the same failing programs, not to new different programs which have proven successful in other states. Against This is the rankest type of taxation. We need education reform, not more taxes...especially this tax: There is no guarantee that the Margin Tax will be used for education! Even if a business did not make a profit it will have to pay the tax! It has a $12,111,580 plus fiscal note from the State Department of Taxation just to administer the tax. The Margin Tax will result in lost jobs and closed businesses in Nevada. Come on, if you want additional taxes for education, at least make the wording of the law smart so that it accomplishes what you and the voters think it will. IP1 is a bad bill, poorly written, and will cost the state a fortune just in the litigation that it will bring. And Texas, the only other state with a Margin Tax and it doesn't work well there (during the last session 45 bills were introduced to correct problems). Against The subject line says it all! Have any of you heard of a teacher named Marva Collins? Please take time to read the book Marva Collins' Way. This public school teacher proved that it is not the building that educates the children. Having been a teacher and an administrator in a private school system I know first hand how to educate children. Throwing more money at this problem will not fix it. I did not work in a state of the art facility. The facility in San Jose, Ca, was built in the 1940's, located in an industrial park, a boiler for heat, no air conditioning, and with a chain link fence topped with barbed wire. It looked more like a county jail than a school. However, the students of this facility developed the love of learning. The eight graders that graduated from this program attended various high schools through out the bay area, both private and public, and had 100% college acceptance rate. The problem is that the entire education system must be streamlined. The curriculum must be brought back to the basics! Using a computer in a classroom does not teach our children how to think or do math or read. Learning the basics will allow the minds of the children to become the innovators that will develop the new technology of tomorrow. I realize the teachers' union is one of the strongest in this country. This union is hurting our children. Each and every year, a teacher needs to be evaluated! The teachers that are not capable of teaching the curriculum should fired. Just because a teacher has their credentials doesn't mean that they can teach. I have seen wonderful teachers that never had their credentials. Many of these teachers had bachelors in math or science and could have taken much higher paying jobs but they wanted to teach. For I teach first grade in North Las Vegas. At this critical age, it is so important to make sure the kids are on track. Research suggests children not on grade level by the end of first grade have 10% chance of ever catching up. My class is bursting with a record high of 25 students. Half of them have support at home and the others don't. I have no math program, increasing paper work responsibilities for Response to Instruction, and not even enough copy paper to send kids home with decodable books. Please support smaller class sizes so we can spend more time teaching to each child's needs. We go without so much already. For I just saw the press release regarding the desire to switch the revenue source from IP1 onto the SJR15 bill and here is what I say: the final outcome for that bill is neither certain or nor immediate. However, we need to start properly funding education NOW, this session. The companies that would be affected by this margins tax already make enormous profits here, in a state that they do not pay state taxes in. The citizens of this state have a right to request these companies help pay for education as these companies receive a direct benefit by residing in this state (labor and consumers). Finally, if both IP1 and SJR15 pass thats a good thing. I believe there are plenty of other services (mental health services for starters) in our state that are seriously underfunded and funds from future revenue could go towards funding those community programs. For As an educator in Clark County, it is difficult to honor the requests of our administration to expose students to more educational activities via technology. The computer I am using right now to type this message to you is eight years old. It takes roughly 30 minutes in the morning to "turn on" so that I may use it. Other machines I & students use are less than stellar. I make do with what we have, however, it would be nice to have equipment that would allow me to expose students to programs that they will most likely utilize in college or in the workplace. I know that you would agree that it would be difficult to do your job with sub-par equipment. Please, also, do not expect our students to do top-notch work with anything less. Thank you. Mar-05-2013
Against The assumption that a business always collects enough revenue to sustain itself comfortably every year is a foolish one. This new tax would kill my brother-in-law's business that he started a year ago. He and my sister have invested all that they can into that shop so they could chase a dream and are already struggling to make it. I have been inspired by them and I too wish to open my own business one day. This sort of tax proposal gives me serious question as to whether or not I should pursue such an endeavor in this state. That works out to just over $2700 per day in revenue, with a tax of just over $55 per day. Business will claim that this will hurt small businesses that are barely surviving. If a business has a million in revenue, how struggling is it? Business will claim that it will cost jobs. Currently businesses pay a payroll tax of approximately 2% on their payroll. Which would impact jobs and job creation more, a tax on revenue, or a tax on payroll. The only tax paid by major corporations is the payroll tax. NO BUSINESS IN NEVADA PAYS ANY TAX ON REVENUE OR PROFITS EARNED IN NEVADA.!!! EDUCATION IN NEVADA MUST BE SUPPORTED AS IT IS IN MANY OTHER STATES!!! WE CANNOT CONTINUE TO GIVE COMPANIES A FREE RIDE BY HEADQUARTING IN NEVADA TO AVOID PAYING TAXES THAT SUPPORT PUBLICALLY FUNDED EDUCATION!! Mar-05-2013

The margin tax is asking the big box corporations to pay a little more so their employee's and their customer's children can have a quality education. For It has been 5 years of decreasing commitment to education in NV. When will business pay it's fair share? I pay more as a percentage on my income in taxes to NV than Wal-Mart does. Businesses use state services and their employees use our state services from schools to fire and police. Morale is way down with no cost of living raises in 5 years. Increasing our contributions to the PERS system gave us a pay-cut 3 days after my students earned the highest AP Calculus scores in our school history. This summer we are looking at another pay cut from the PERS increase and a 6th year of no cost of living on top of the largest classes in the nation. Please do something to help. Mar-05-2013

For I am for this as it will bring much needed education funds to a state who is consistently close to last in per pupil expenditure. The austerity education budget of the past years has not worked. Our state is losing business opportunities because many major companies won't come to Nevada unless our state gets serious about caring for and adequately funding education. If you want to diversify our economy, the legislature has to finally act upon its constitutional duty: adequately fund education NOW. I am a teacher, and I don't have enough textbooks for all the students in my class. We already know that we're not going to be getting some of the consumable books we usually get because their simply isn't enough money in the budget. My students and I expect you to do your job. Nevada has too many universities and collages, three in Las Vegas, one in Reno and Great Basin College, Truckee Meadows. All with there own president and leadership team. For Wyoming has amazing resources in their classroom and teachers living neighboring states drive 1-2 hours per day to teach in Wyoming because of the excellent salaries. Their mining industry is heavily taxed and a good portion of their tax money goes DIRECTLY to education. Unless this IP1 money does that, it's just another tax. We know now that gaming, mining and tourism are not a sufficient economic base, but a diversified and prosperous economy requires a well-educated workforce. Public schools have performed poorly; more money will not solve the problem. Even if the cause were just, the tax proposed is bad for Nevada, the economy and the people. Against Absolutely NOT! Do NOT support this bill. As an educator, I know that more money thrown at education is NOT the answer to the problems we have. These are far too numerous and varied to address here. But more money thrown into this sink hole at the expense of driving businesses out of state is insane. We rank near the bottom in employment numbers and economic growth. Nevadans need to encourage economic growth and expansion, not sacrifice a recovery for more wasteful and frivolous government spending. Enough already. We've already done a good job of moving away from being a low tax state, fewer new business consider locating here due to the new taxes imposed in the last three legislative sessions. I'm beginning to wonder if I should remain or flee, a thought that never would occur to me even six years ago. But the BAT tax, annual state fee's, increased sales taxes, being punished with higher taxes for having more employees, etc. etc., I'm having a harder and harder time justifying remaining.
