For I attend University of Nevada Reno and I want to be able to carry a gun if I have a permit allowing me to do so. May-03-2013
For AB 143, or BDR 20-615, would allow law-abiding citizens to exercise their 2nd Amendment right within the confines of NSHE (Nevada System of Higher Education) owned property. But the issue that I have is this; why would they not be allowed to in the first place? If the 2nd Amendment gives citizens the right to bear arms yet does not stipulate where they can bear arms why would NSHE play the role of third party stipulator? It seems to be a question of authority and constitutionality. On one hand, NSHE has the authority to allow and deny certain items on their property, yet questions should be raised on their ability to infringe of certain inalienable rights. Private property owners should be allowed to restrict gun possession within their property. However, NSHE property is not privately owned and it is accessible, for the most part, by the general public. Therefore, NSHE shouldn’t be able to restrict the possession of legally concealed firearms while on their property. NSHE cannot ensure the safety of their students, so the only solution is to increase security or allow law-abiding citizens the ability to secure themselves. I support this Bill and many that are fighting for the peoples 2nd Amendment rights. May-01-2013

Against I don't like concealed weapons on campus but then on the other hand if the person isn't evil, knows how to use the weapon, and I don't know about it, I probably can live with it, but as making it formally legal, I can't quite go that far. For I have read the bill in its entirety and feel it should be brought to the floor for a vote. With the violence which has occurred on many campuses throughout our nation, it appears the ability to carry a concealed weapon would be a deterrent. Being defenseless, particularly for a female, is frightening. If properly trained, which one must be to obtain a CCW permit, would give women the right and ability to protect themselves against sexual predators or others that would harm them. Why would the chairman on his own determine it has no importance to the people of Nevada and deny it even to come to the floor for a vote? For Those who have a concealed carry weapons permit do so for the sake of self protection. I support the right of law abiding citizens with a concealed carry permit to have that right on campus and the laws of the state should take precedence allowing the holder to carry legally irrespective of where they are too as a deterrent to those who would commit crimes such as those to Amanda Collins and Brianna Denison. As a female, my thoughts on this are clear because I too have had a few 'close calls' while in my teens and twenties-my awareness of my surroundings and quick thinking saved me. As an adult looking back I know the potential perpetrators would have thought twice about approaching me or anyone else on campus and at the local mall and victims such as Amanda Collins and Brianna Dennison would have had a better 'second chance' had they been trained and armed with a conceal carry permit so my support for anyone especially a female with a conceal carry permit is complete. For A valid CCW permit implies a person can carry regularly, effectively and safely. School administrators should not have final say regarding a person's ability to carry on campus. Permit holders should be able to transition to the campus environment without being knowingly disarmed by anyone who would do them harm. Permit holders have a history of passing background investigations and are strong advocates of safety. Law Enforcement, specifically the Sheriffs who issue CCW permits, be the only ones who give a yes or no to carry. We are a shall issue state, undermining this basis is effectively degrading the ability of lawful gun owners to protect themselves from potential violence. Apr-16-2013

If we were to permit LAW ABIDING citizens to carry their concealed weapons on college campuses there would be less crime. For My daughter, a student at UNR, my husband and I all strongly support this bill. Although there has been concern about distractions of students carrying concealed weapons, you must keep in mind that every one with a Concealed Carry Permit are taught in the required classes that concealed firearms are supposed to be just that, CONCEALED. Criminals will have guns and other weapons regardless of the law. Knowing that law abiding citizens are armed on campus is one of the strongest deterrents that there could be to prevent a repeat of the Biela rapes. For This Bill supports the 2nd Amendment Rights of Individuals as afforded by the US Constitution and should be brought back to the Assembly's Judiciary Committee where they should support the Bill. It is known that law enforcement personnel, though well trained, can not be everywhere to protect personnel from a person determined to inflict harm. A person has the right to protect themselves. For Nevada has very stringent rules regarding who can conceal carry. The police can't be everywhere at once and we can't rely on there being law enforcement there at the exact moment we need them. The fact is law enforcement, in regard to violent crime, is reactionary after the crime has been committed. I carry a gun because a cop is too heavy. If a criminal has no idea who is and who isn't armed the potential victim pool gets pretty shallow. Criminals don't want to confront a victim that can fight back, they want an easy target. Do you think that girl who was raped on the UNR campus would have been if she had here firearm with her? She had her CCW permit in her wallet but couldn't carry her gun. Subsequently the girl who was later murdered may still be alive today or if she also had a CCW would have been able to defend herself against a physically more powerful assailant. I have a martial arts background, military training and I'm a pretty big guy and I still feel safer knowing I can protect myself and my family or even a stranger if a violent threat presents itself because I conceal carry. We aren't vigilantes or blood thirsty killers looking for a chance to shoot someone. Taking a life is the last thing I would ever want to do but if it's a criminal's life or mine on the line, my choice is clear. Apr-11-2013

For I am a Pro Freelance photographer. I was attending CCSN [now just CSN] when I received my CCW permit. I terminated two (2) weeks into that semester rather than forgo my safety. I do not agree with everything the NRA stands for; however, I am a member simply because our Federal Government is passing laws based upon emotion rather than logic. Forbidding someone with a CCW permit to carry on the north side of Cheyenne, but allowing them to carry on the south side just because there is a campus there is also NOT logical. Do lawmakers actually think criminals will cross the street? If Nevada Legislature wishes to make getting a CCW more difficult [I was surprised at just how easy it was- there wasn't even a Psychological evaluation [or do they think 'sane' people are committing these shootings?] I would be glad to offer my suggestions if anyone cared to ask. For I would think that no matter where you live in the USA that you should have the right to be able to defend yourself. CWP carriers are people with common sense who takes the responsibility of there own safety very serious and have been trained and schooled about carrying firearms. We are not crazy people who are out looking for a fight. Every CWP person I know, are some of the quietest, nicest, helpful, respectful people you will ever meet. We understand that we must be respectful and courteous at all times. We are not cowboys going around looking for a fight. We take the responsibility of carrying a fire arm very serious. We pray to god that if criminals know that there are armed citizens allowed, that criminals would consider commenting a crime in that area is just not worth the chance they would have to take. Remember this. before policemen are police they are law abiding citizens just like us. Your not born a police man you take classes just like we do. We value life just like police do. We just want to be safe and live our life with out some criminal taken our life's or someone else. Against In Nevada a person can apply for and receive a concealed weapon permit at 21; the permit is good for 5 years. The typical age bracket for an initial schizophrenic episode is between 18 to 24. This means a person could receive a concealed weapon permit at 21 and within a year experience the onset of schizophrenia. I teach at the College of Southern Nevada and the majority of my on-ground students are between the ages of 18 to 25. That is why I do not support anyone who has a concealed carry permit being allowed to bring a gun into my classes. We have armed security guards on our campuses who are competent and trained to keep us safe; and we do active shooter training regularly. We are told that the number one factor for our security personnel to be able to stop an active shooter quickly is being able to pinpoint who that shooter is as fast as possible. I'm watching reports of a mass stabbing/slashing of college students on a college campus in Houston Texas. At least 14 people were seriuosly hurt. During an interview of one college student, the student was asked what he was thinking, while he was in a classroom and could hear the commotion outside in the hallway. His response was, "God was here on our side protecting us today. It's to bad the law wasn't here to protect us." He's right. It's ironic that you can't depend on the School Administration, the Police, or the law to ptotect you, but the only one you can rely on is God. And he's supposed to be banned from being in schools due to separation of Church and State. we need to put the law AND GOD in our schools to allow students and teachers to protect themselves with more than just prayer. For I am writing to express my *support* for Assembly Bill 143, which authorizes persons who have obtained a Concealed Carry of Weapons permit from their county sheriff to carry their weapon on the campuses of the NSHE (college campuses). In my opinion, Nevada's existing concealed carry permit approval regimen balances understandings of legal and moral matters with firearms handling that is entirely consistent with proper restraint in the face of exposure to both threats and day-to-day ordinary behavior (moving around among others while armed). It is my belief from being in contact with numerous CCW permit holders that there exists within the CCW holder community both the presence of a healthy respect for restraint and a proper orientation to public safety, while adding the ability to defend life and property under the appropriate circumstances. Against I am very concerned with this bill being passed. I read the emotional testimony from the woman that had been raped on campus. My heart goes out to her. Please listen to what I have to say in this matter because I too have been raped. I would suffer emotional distress coming to school everyday knowing that men, several of them, would be carrying guns. The latest public shootings are still random acts. For I am currently a Criminal Justice major at CSN. One of my professors made two statements that I found interesting. The first was that he was opposed to this bill in 2011. He made a good argument to support his opposition; in an active shooter situation any person with a firearm may be shot. I don't want to be shot, no sane person would. However, I am forced to question if this is really a threat. Are our police officer trained to evaluate their target before shooting? It's a POST requirement. It was part of my CCW training. Even if we say there is no issue with his concern, why can't I make the choice to put myself at that risk? The second statement made was a common gun supporter quote. "When seconds count the police are only minutes away." Based on my knowledge and experience this is VERY accurate. In 2012 CSN began installing emergency phones in every classroom. When the phone is picked up it dials directly to the CSN police dispatch. Several weeks ago one of my professors knocked the phone off the hook, then replaced it. About five minutes later we got a response. An unarmed security guard opened the door, saw that people were in the room, and left. He did no investigation. He did not check to ensure that the professor was a staff member, check to see that there were no injuries, or check behind a blind corner to see is anyone was hiding. He opened the door, looked in, and left never considering the possibility of a criminal (or student angry about a grade) knowing the system, taking over the classroom while hiding in the one spot not visible from the doorway, and waiting for the check to happen. Had he then shot the professor after the security guard left how long would it have taken help to arrive? How long would it take for police to arrive had it been an obvious active shooter situation. When seconds count the police are only seconds away. I STRONGLY request passage of this bill. The law currently targets law abiding citizens, not the criminals it intends. Apr-05-2013

For I am not from Nevada, however I was on campus during the Virginia Tech shooting. I have carried a gun and been taught gun safety since I was a child. I have no doubt that a responsible person, legally carrying a gun, could have save several lives that day. The students do not have the same police presence in the classrooms that higher school officials have in or near their buildings. For I support this bill. I do not see a sign or a statute for a "gun free zone" stopping someone with criminal intent. I do, however, see someone with a concealed carry weapons permit for self defense as a very strong deterrent to that very same person with criminal intent. If the criminal knows that someone might be armed, they will think twice. Criminals always look for easy targets and when you have a statute that confirms law abiding citizens are unarmed, easy targets exist. Just looking at the other states who have passed this and seeing that there are NO issues with accidental shootings or any incidents is a positive motive for passing this. And trying to say that people could go party and carry is another point I would like to make -- During training to carry, you are taught the safest way to carry, and all the safest scenarios. Being responsible, CCW holders know alcohol and guns don't mix. Plus you must be 21 before you can legally carry. I think it is scary that they have had many students request to carry with non of them being granted the right, unless it is for a teaching lesson or show & tell sort of thing. For I came to testify in the hearing today, but some people spoke a bit too long. Amanda Collins was very moving- Her mother should have kept it very simple- I was against CCW on campuses, but I was wrong, boy was I wrong! Her testimony was way too long. That is all water under the bridge. And now to the reason I came to testify. First of all, for a historical perspective, when I went to college, as soon as I turned 18, my parents gave me a 12-Gauge shotgun for my room. I had two sons who attended and graduated from UNR (Geology and Civil Engineering). They both lived a couple of blocks from the UNR campus (not together) for their last 3 years. 5 1/2 years ago on Nevada Day Weekend, two of my younger sons friends were murdered at a party. (the perps were caught, but unfortunately only received life without the possibility of parole.) Fortunately he was not at that party. He very rapidly obtained his CCW permit. He could not, however, carry on campus. Fast forward about 11 months- I was teaching physics at WNC on Tuesdays and Thursdays- I often have business in Berkeley, CA and happened to be down on a Wednesday. I walked out of a meeting around 8;30 PM towards my car about 4 blocks North of the UCB campus. Two black hoods came up behind me and shoved a 9mm in my face. They got everything- the clairvoyance was overwhelming. I followed California law and kept my gun in the trunk of my vehicle- and could do nothing about it. It turns out these perps were greedy and ended up holding up ~25 people during a 6 week span before they were caught. One of their relatives called me up and wanted me to meet with me- I told him that I had some real estate on the moon I could sell him! Given the stories from the neighborhoods around the UNR campus, I was grateful that when I taught nuclear physics at UNR, it was a middle-of-the-day course. I did not have issues fortunately, but it would have been far more comforting if I could have carried on campus. Apr-03-2013

One of my female friends was held at gunpoint across the street from UNLV as she was leaving campus to get to her vehicle. My only concern/question: Does this allow members of the general public, who are not enrolled students, but are attending an event such as a concert at Nightingale Hall, to carry without permission from the principal. The summary I read is confusing. I want anyone who has a CCW to be able to carry on high school and college campuses and I strongly support the right of teachers and principals with CCW and additional regular training to carry concealed. And they should be paid a small bonus (e.g. 4%)monthly if they carry. They should also be paid for the additional training time and be reimbursed for ammunition used during these additional training sessions. For 1st - Lawful concealed firearms permittees have passed local, state and federal criminal records checks; have passed an NV State specified formal class on the legal use and carry of concealed firearms, the lawful use of lethal force; practical exams demonstrating competence in gun handling and firing for the firearms authorized; have taken the time, expended the effort and expended the personal resources necessary to successfully complete and execute all the above. Students, educators and staff authorized to attend classes, work, live or attend events on Nevada System of Higher Education property and who have a current NV State concealed carry license/permit should be allowed to practice concealed carry in accordance with NV laws and Nevada System of Higher Education reasonable requirements. If Nevada System of Higher Education officials want to require the campus registration of those with CCW permits and the specific firearms held in living quarters for those living aboard campus I think that's reasonable, but that information must be confidential and not available to any, media on or off campus, student, faculty, staff or persons other than campus police. No authorization to enter on campus living quarters or classrooms for campus police should be granted outside of those already authorized without the proper legal warrants issued by proper civilian authority. In short, CCW holders must be held to the highest standards consistent with NV State laws and so must Nevada System of Higher Education officials, employees and police. My children have gone through the CCSD & two of my sisters are teachers. For The prohibition on campus carry leaves many defenseless in a place frequented by predators. People who are vetted in the way CCW holders are, represent no threat to anyone but criminals and should be permitted to carry whole on school property. Furthermore, university campuses typically extend well beyond educational buildings. Someone legally carrying on one city block may be in violation of the law unwittingly by just walking a block to an area considered part of university property. The current law forces Law Abiding citizens to travel to and from these institutions without the protection that they have a right and choice to have with them. There is NO provision where citizens can eve secure their firearm in the trunk of a car while on University property. The argument that more guns do not make us safer is fine for those who do not understand that a criminal knows that less guns make him safer. Also the sheriff does not assemble the criteria for CCW and safety classes, in 2007 the legislature put that in the hands of a non profit LLC called the Sheriffs and chiefs association. For As a UNLV graduate and a CCW-permit holder, I believe that responsible firearm-owning college attendees deserve the right to protect themselves, especially at a venue that is deemed 'gun-free'. As we have seen in the past, 'gun-free' zones do not work. These 'gun-free' zones are instead becoming the hot-spots for violent crimes. A person with ill-intent will not follow the law nor will they abide any 'gun-free' zone, this includes our Nevada college campuses. While attending UNLV as a student, I always wondered who would be there to protect me and my fellow classmates if the unthinkable happens and the campus was under attack by persons of mal-intent. I recognize that we do have college-police officers but there are simply too few of them to be everywhere at once. The closest police station is a few miles away which hinders the response time of our police to respond to a dangerous threat. It is not a situation I wish for myself or anyone for that matter to have to experience. But I think it can be prevented. I believe that passing AB143 will not only benefit CCW-permit holders, but also those who do not wish to exercise their right to conceal-carry. I believe that if a person of mal-intent knows that the student/teacher he or she may be targeting to hurt may possibly pose as a threat to his/her ill-intentions, that he or she will reconsider their actions. This type of 'gamble' could thereby prevent a violent crime from occurring. In 2010, this bill failed to pass. Since then we have been lucky. If living in Las Vegas has taught us one thing: luck doesn't last. University police chiefs and sheriffs who oppose this change in law fail to be truthful about their inability to provide personal security services to individuals, and they prefer to create a false sense of security on campus and in the community. The current situation in which I rely on the judgment of a university president (with an irrational fear and opposition to weapons) to authorize the possession of firearms on school property is ridiculous. Personal protection is an individual responsibility, and Nevadans need the ability to choose to be responsible for their safety on school property. Feb-18-2013
For This bill is vital to the security of students attending our universities. The second amendment secures our God given right to protect ourselves and it shall not be infringed. It does not stipulate that the right to bear arms is moot on a college campus or anywhere else. The passage of this bill will cause the crime rate at universities to plummet as there is no greater deterrent to crime than an armed citizen. VOTE YES ON AB143!! Feb-18-2013

For The need for self defense does not end at an invisible border like the one separating NVSHE property from its surroundings. The State of Nevada trusts me to lawfully and responsibly carry the tools necessary for adequate self defense almost everywhere else in the state, but somehow believes that property owned by the NVSHE possesses magical powers which invalidate my ability to act responsibly. A criminal who has the intent to rob, rape, or otherwise harm students is in no way discouraged by a law that prevents them from carrying weapons on a campus. They are already planning to break the laws. This legislation will only make it feasible for the lawful student to defend against such acts. Feb-18-2013
For I disagree with making it a misdemeanor to conceal carry while at an event that can host one thousand people or more, but the overall bill is a step in the right direction. The people who may oppose this bill haven't studied the facts that CCW holders are less likely to be victims of crime or aggressors in criminal acts. Basing law on fact rather than emotional fear is always a good thing. I would encourage the State Assembly to recognize that existing law makes it illegal for good and law abiding citizens from even stepping foot on higher education properties. Effectively each college campus is a zone of potential defenseless people. It is unacceptable that even after James Biela proved this statement as FACT, the State assembly has not fixed the problem and allowed lawful and background-checked citizens the right to self defense on a campus! For As a female college student who frequently takes night and weekend classes I feel as though I should be able to protect myself on campus. With all of the recent attacks and attempted attacks on and around the UNR campus, I honestly find myself in fear as I walk, often times, the long distance to and from classes in the dark. While there has absolutely been an increase in security personnel since I started at UNR five years ago, it would be naive to think that these officers can be everywhere at the same time, or even respond in time to an emergency when an individual's life is in danger. Should a person be responsible enough to legally buy a firearm, and test and obtain a concealed carry permit, I believe that they are also they type of person who is responsible enough to ensure that they are confident and trained in gun safety.
