Against Forcing a person to carry unconcealed give everyone the right to avoid that person. If I see someone walking into a store with a weapon on his hip, I would know it's there, I could either be aware of it and avoid the person or feel comfort in the knowledge that I may be safer in the store. If anyone can carry concealed, I would feel threatened at all times, not knowing who, bad or good, was carrying a weapon. Many crimes are a crime of opportunity. In many cases, if someone feels like they have power in a situation, they will act out where they normally wouldn't. Rape, rage, theft are all more easily carried out if that power is always with you. Also, I should have the right to know that a person may have something under their coat that could kill me or harm my family. One might argue that if a criminal knew you had a weapon, they wouldn't attempt the crime, but isn't that the goal? May-22-2013

For As a person who was a police officer for 15 years (had to leave due to cancer)and a Ex- Marine I find that it is insane that I can't carry a handgun to protect my wife and kids without going to a class - spending money - then spending more money to get the permit.I know from my background that the criminal is not going to abide by the law and will carry. On more than 1 incident we have been out and were my wife and kids were frightened by very bad looking persons(to keep it polite). We had to get out of the area and hope they didn't do anything, as I could not protect them if they did. I am a very level headed person but that won't help against a gun or kinfe. For I’ve had several confrontations with armed individuals over the course of three score and four years, to include but not limited to: ~ Disarming and apprehending an active shooter that was randomly firing a lever action 30-~ 30 carbine throughout the village. ~ Apprehending a home invasion burglar ~ Killing a brown bear on my front steps Law enforcement was nowhere soon enough or fast enough to intervene in my family’s safety. Experience has taught me that if I can’t carry a law enforcement officer with me, than I better carry a gun with me. How big of a gun? What kind of a gun? For I support SB 137 primarily because it woul remove the state requirement that ultimately requires hand gun registration in Clark County. This law is out of step with the rest of the nation because few to no counties have this requirement. In addition, it has not been shown that this law offers any benefit while it clearly deprives legal handgun owners of privacy. Laws that deprive rights without any benefit should be repealed. For Just a quick comment on SB 137. This bill makes perfect sense to anyone. I can legally open carry my gun without a permit issued by the state and have gone through a background check to buy the gun, why should I have to pay to pull my shirt over the gun or carry it under a jacket? Against It is my opinion and belief the law requiring individuals who desire to carry a firearm concealed have a permit. The information and training that comes before the permit is issued is so important. It informs the CCW permit carrier about the dos' and don'ts, responsibility and liability of carrying a firearm and in the worst case the legality of using the firearm. This means that ANYONE can conceal a weapon (including a firearm) without having to go through any procedure to determine if they really have a need to have a concealed weapon or are even qualified to possess such a weapon. Against I am a certified firearms instructor and object to this bill being passed. My company has spent over $200,000.00 for equipment, licensing and training. If this bill is passed it would devastate our industry and put many companies out of business. Also, there would suddenly be thousands of people carrying guns around that have absolutely no training and without knowing the laws pertaining to use of deadly force. If this bill was passed it would be just a matter of time before some gun owner would end up killing someone due to the lack of training and not knowing the laws. Mar-21-2013

For My wife and I both believe that concealed carry does not need to be permitted. The state of Vermont has this very policy, both unlicensed open and concealed carry, and has not reported any increase in community violence in the many years this policy had been in effect. Against My view is AGAINST this bill for one reason only. It states that a weapon may be taken from a person being CHARGED with a crime, and disposed of. Whatever happened to INNOCENT UNTIL PROVEN GUILTY?? My view would change if the wording of the bill is changed from CHARGED to CONVICTED. If a person is CHARGED with a crime, and the weapon is taken, it can be kept and disposed of, even if the person is found not guilty. If a person is found NOT GUILTY or the charges are DISMISSED, the weapon should be returned to them, not disposed of. Mar-21-2013

For It's time for Nevada to stop restricting the right to self-defense! The only ones who follow CCW laws are the law abiding citizens, while criminals will carry concealed firearms without regard for the permit process. Removing the permit requirements will allow more citizens to carry for lawful self-defense (as many either can't afford the permit or find the process confusing). For I'm a CCW instructor. This bill would put me out of business. That would not be a good enough reason to be against it. On the contrary, I am for this bill. It's good that I get the oppertunity to teach people about gun saety and responsibility, but anti gun laws nad attitudes have given a gerneration of people who do not have this knowledge and respect for firearms safety. We need to support this bill and move quickly towards education the public that a gun is a tool for self defence, sport shooting, hunting, and opposition to tyrany. This is exactly how the founding fathers saw the 2nd amendment. By the way, our frredom was won by using military style weapons. They were not registered, and no one had a permit to use them. For Constitutional Carry only makes sense, If a resident of the state of Nevada can legally own a handgun then this person can legally open carry the handgun without a permit and without having to pay a fee for a permit. Requiring a CCW permit is actually an infringement against the second amendment and defies all logic when one can legally open carry. For I can currently carry a loaded firearm in my vehicle openly or concealed just not on my person. If a person can legally own a firearm they can carry it as long as it is visible, what is the difference if your shirt covers it? Law Enforcement personnel automatically assume all individuals are armed unless otherwise proven anyway, it is part of their training. Many times over the years I have had to count on assistance from citizens in rural Lyon County to preserve the peace and having that assistance armed could/would be an advantage to LE with proper guideance. For I am in full support of this bill. It makes no sense that we can legally carry a firearm openly with no permit restriction but that same weapon cannot be carried concealed lacking a permit. If I am carrying a weapon and my shirt accidentally drops over it, I suddenly am breaking the law. This bill will remove that possibility. For We need this law passed. Arizona, Alaska, Vermont and Wyoming already have this and many more states are considering the implementation of Constitutional Carry. One of my main objections to the current system is cost between the class, fingerprinting, background check and application fees, it is nearly $300 for the first 5 years and about $250 for renewal. For I think this is a fantastic bill. It is outrageous that people can be imprisoned for years just for carrying concealed without a permit, especially given that open carry is lawful. Someone could accidentally become a felon if their shirt became un-tucked and bloused over the gun. This law would also solve several other issues. Current law provides no exceptions for carrying a firearm in your own house, and no exceptions for concealed carry of encased and unloaded firearms. Also, this bill would solve the issue of state reciprocity by making it so that people from all states can carry within Nevada. I like how this bill does not repeal NRS 202.3657. That means that people can still get permits for the purpose of carrying in other states that recognize the Nevada permit, and it also means that this bill would be compliant with AB143, the Campus Carry bill, if it were to also pass. I also strongly agree with solidifying state control of weapon rules and eliminating the Clark County firearm registration. When there is a patchwork of weapon rules created by each county, city, and town, it just makes life miserable for gun owners. Constitutional Carry works in AZ, AK, VT, WY. For If a person pays for the CCW class and qualifies, then that person has to go to the sheriff's department and pay another $97.50 for a background check. This is all to carry a concealed weapon. For I completely support this bill, and the concept of "constitutional carry" (no permit required to lawfully carry a concealed firearm). We can learn from the positive experiences of other states (Arizona, et. al.) and use their success with similar laws to guide Nevada. Challenges to SB137 should be directly refuted with the clear & convincing LACK of problems in other states with constitutional carry. Although changing current law to allow constitutional carry is the focus of SB137, this opportunity should be used to disambiguate the laws concerning concealed carry of knives an ensure that one state law prevails (preempting confusing municipal ordinances). I expect police administrators to oppose this bill with vitriol, but without constructive input. I urge our lawmakers to diligently pursue facts and not be dissuaded by emotional arguments lacking substance. Again, the experiences of other states (which include large municipalities not unlike Clark County and Washoe County) tell us that constitutional carry does not cause an increase in crime, or additional danger to police officers.
