| For | It's Time for a Film and Television Tax Incentive Program in Nevada Tax incentives have been around for a long time in many industries, not just film. So they are certainly nothing new and are used by every State in the Union and many countries around the World. For Nevada the film incentives should only be seen as an attempt at leveling the playing field – giving Nevadans a fighting chance in an economy that has seen a brutal decimation in jobs and livelihoods. In Nevada we face uncertain times. Our two top industries, mining and gaming/tourism are not propping up our economy as well as we need them to. We are asking our legislature to consider propping up our State with a new baseline industry, film and television! Regarding loss of tax revenues, in Nevada the mining industry enjoys massive tax loopholes based on laws that are “grandfathered in” from the 1800’s allowing their State tax disbursements to be as much as 80% less than other big industries. In 2009 the mining industry had gross revenue of 5.8 Billion dollars. After applying the legal deductions, that figure dropped to 1.8 Billion, which resulted in a tax of 47.8 MILLION to the state and a similar amount to the counties. In 2010, the gaming industry reported 5.8 Billion in gross gambling profits. On that amount, gaming paid $417 MILLION in taxes to the state. Gaming in Nevada is under siege from Indian Casinos, especially those located next door in both Southern and Northern California, as well as from many other US States legalizing full service gambling - here is an article about a full service casino opening in Cleveland: http://www.lvrj.com/business/long-lines-greet-opening-of-horsehoe-casino-cleveland-151580955.html And of course Nevada also faces intense international competition from Macau, Singapore and others. | For | To allow a broad stream of film production entering and operating within the state, "...qualified film and other production" should include film budgets above $100,000 (i.e. budget spent in state of Nevada); "certain circumstances" should include payroll to skill-qualified and industry-experienced residents of Nevada (i.e. residents who are film professionals with established track records) as well as an Apprenticeship class, qualified to get paid to learn/train under the wings of the skill-qualified class. Who sits on the Advisory Committee on Film and Television Industry Transferable Tax Credits? | For | Ladies & Gentleman, Creating Film Tax Incentive, will generate huge impact in the local economy. Nevada is the closest state to the Motion Picture & TV Capital of the world - Los Angeles CA. Bringing Film and TV production to our State will impact on our future of Tourism and Entertainment and will create many jobs - not only related to the film industry directly, but jobs that directly support the film and TV such as Hotel occupancy, restaurants, companies providing services to the productions - from designs to set construction, sewing, art, painting, electricians, carpenters and many others that are involved in the production of a film or TV program. Another long term benefit would be the advertising that a film or a TV program will create of our state. We have Ski Resorts, Parks and many natural locations which are very attractive to tourists from around the globe - is there a better way of showing the beauty of our state they by being featured in a film with famous actors to people around the globe? Nevada is an entertainment state! Most residents are in one way or another supporting entertainment. Our state is the largest film or TV set ever created by nature. This bill, THIS TIME, is THE perfect avenue to help diversify our city and state as is so desperately needed per our recession and national statistics. The passing of this bill is VITAL to my continued presence and residence in Southern NV in my chosen field of endeavor. I moved here in 1990, have been a single mom of two (now grown) sons, and would LOVE to experience any and all productions considering Nevada as their 'new permanent/temporary home' in order to increase local jobs and greatly stimulate our economy. We are the "City of Entertainment". What better way to capitalize on that while appealing to the budget considerations of regional, national and international productions than through this bill? | Against | Although I helped draft the equivalent bill in the previous session, after discussing this new bill (AB165) with the President of the International Cinematographers Guild, Steven Poster ASC, I have changed my mind and no longer support it. For the US film industry to remain profitable when ticket sales are declining, the business needs to consolidate and concentrate into not more than a handful of centers-of-excellence. SB165 is an attempt at fragmenting a limited number of productions across many jurisdictions. | For | This bill is extremely important to the industry that I am in. If we do not pass this then I, and many others like me, will have to leave the state and find work elsewhere. Geographically we are too close to Los Angeles which has many of the jobs in my industry. However, Los Angeles has extremely high taxes and requires a lot of money to complete a production. If we pass this bill it will help attract production companies to Nevada and thus create more jobs. And by bringing Film and Television business to Nevada you will be creating an advertisement of the state for every production completed. All you need to do is look at Louisiana who passed a similar bill. Production is booming there. "Beasts of the Southern Wild", shot in Louisiana, is up for the Academy Award for best picture. I would also like to point out that there are many movies being made in Nevada that are not being taxed as they are shot "guerilla style". That means that low budget productions do not pay any money for permits or any business taxes. This sounds improbable considering all the equipment that goes into a production, however TV quality cameras are now the size or a regular DSLR camera you can hang around your neck. By passing this bill you will be giving Nevada free advertising, creating more jobs, creating more revenue for the state, and giving the opportunity to Nevada filmmakers to make films in Nevada rather than go elsewhere. | Feb-22-2013 |

| For | Sen Ford is attemping to do something that could be a great benefit to everyone in our state and I commend his initiative. This is very simple, when a movie company spends $10Mil in NV, statistics show when that $10mil is spent (circulated in the local economy over and over again) it generates much more taxes to the state then amount rebated to them. If they cause $3mil in taxes and NV refunds $2mil back to them, the state is still $1mil ahead - with lots of people with lots of money and jobs along the way. Only question then is: why doesn't every state do it? Ans: some argue the states pay more back in then taxes received by the state. NV can't use other states as examples because people might spend more of the film money here. For example, on gambling and entertainment that is not available in other states. Furthermore, the additionalal tourism revenue that other states don't generate because they are not "tourist" attraction sites in the first place. ie. "yea, lets go to Vegas or Tahoe because in additional to all the fun we can have have there, they film lots of movies there and we might see some stars or movie scenes". etc, etc. The legistlature should approve this Bill and simply charge some commission and oversight group to make sure NV has a net gain. If not, simnply repeal the bill. The minimal potential risk or loss in state tax revenue is definately worth taking this minimal risk to bring money and jobs to Vegas. | Feb-21-2013 |

| For | SB 165 will put skilled workers in the construction, food and hospitality business throughout Nevada back to work. This is not limited to Clark or Washoe County - all 17 can benefit from this type of incentive. And the more Nevada is depicted on film, the more it draws tourists. This has already been proven. In the 1950s it was The Misfits, Bonanza in the 1960s, 1970s it was Ocean's 11, and Diamonds are Forever (James Bond). Now it's National Geographic, Casino, Think of Me.
