| Against | By allowing Civilian Corperations the rights to take on the job of Public Works after filing a wining bid. However, that company must do the work without going above their wining bids. Not allowed to close down the jobs that they won the rights to do. Plus the state, county and/or city must check out the jobs before signing off on the jobs. If their approval of a job was bad then it should be that inspector who is forced to pay a huge fine. All together too many bad jobs being signed off on by so called professionals. Time to end those bad jobs and bad approvals. | May-15-2013 |

| For | Construction is the hardest hit industry, Nevada is the hardest hit overall, these monies were set aside, to help rebiuld our city, state, and this devasted work force. To do anything else would be unethical and just plain wrong. Those who built this State are suffering greatly, no income, no insurance losing everything they worked so hard for. | For | The economic downturn has affected Nevada’s engineering community severely. Since June of 2007, membership in the American Council of Engineering Companies of NV has dropped from 75 companies representing 3120 employees to present totals of 52 companies and 1267 employees, a drop off of over 60%. Our largest Nevada based company went from 477 employees in Aug. 2006 to 72 today…all Nevada residents. We see Nevada’s engineering community being able to assist local entities to take full advantage of the funding offered through the passage of SB 171. Having to bid the work by July 2014 to gain the greatest benefit of the grant monies being offered, means that the design and the bidding process needs to occur before then. These are responsibilities our companies typically perform for local governments. We’d welcome the opportunity to put our people to work on the worthwhile projects this bill will help fund. | Feb-21-2013 |

Maintenance of sewer and water facilities has been deferred to the point that very expensive emergency repairs are required for health and safety reasons.
