Against While the amended bill is a compromise that helps both sides of the argument (deletion of flagging, trap reg. and trap visitation) one piece is still in place and very vague. I encounter traps with my dog not frequently, but enough. My dog has even been caught in a foothold while I let her off leash and not paying attention to her. The trap was opened quite quickly and my dog bounded about in the sagebrush after only 5 minutes. That being said, the language of the section on disturbing a trap is vague. Everyone has a different experience and idea of when a trap is dangerous. I have a belief that organizations would start weekend trap check trips, and search out traps and set them off in the name of being "dangerous". May-01-2013

For I support SB 213. This is about public health and safety, and accountability. In post- 9/11 and Boston Marathon bombings, the public's awareness and education are raised. Not informing recreating Nevadans of these land mines imperils their health and safety, and that of their family, including children and pets. It's also about role modeling compassionate behavior and not torturing victims with 4 days of pain, thirst, hunger, and attacks from predators. Place yourself, your parents, your child or pet in such a scenario, and decide how long they should endure such treatment. Would it be as long as 24 hours? 2 days? 3? 4? Would you like to be able to remove the trap without prosecution if you do find them caught? Accountability is key. Those who are following current guidelines should be supporting this bill. It will enable NDW to correct improper trapping by contacting the owner, rather than having the public denouncing all trappers as shifty. These animals belong to all Nevadans, and as such deserve our respect and humane treatment. Apr-22-2013

Against Speaking of pictures, how does one show a picture of a dog that WASN'T taken out of your backyard and dismembered by the coyote that was harvested by a trapper? How does one show a picture of the almost certain terrible death inflicted on a wild animal by Mother Nature? How does a wild animal die? They don't have access to veterinarians and dentists. It is almost always prolonged and ugly. How does one show a picture of an animal, either wild or domestic, that didn't contract rabies, distemper, etc. etc. because populations were controlled by wildlife mgt. techniques like trapping? For Dear Senators: PLEASE consider that this should be a STEPPING STONE in the right direction. I (and everyone I know) believe this is the epitome of cruelty imparted by humans toward wild animals. I've seen photos of ALL KINDS of animals in traps - as they are NOT DISCRIMINATE --- and it's not a pretty picture. YOU can change this. For First of all, trapping should flat out be illegal. There is absolutely no reason to trap any longer. We are not living in Jeremiah Johnson times. Secondly, make them pay for the equipment, as this bill states. However, there is no reason to injure an animal (torture, actually) unless you are going to eat it. I am fairly certain that modern day "trappers" go to Safeway to get their food and don't have to live off the land. Horrible thing to do to a being. Apr-17-2013
For I strongly urge you to pass this bill. We should take every opportunity to eliminate cruelty or at the very least lessen it. Although realistically I know trapping will not be eliminated entirely, we can continue to do everything possible to prevent untargeted animals (kids too) from being caught in these hideous traps. For I live in the one acre portion of the Virginia City Highlands. I have recently learned that legal trapping is happening in this populated area. There are many children and feral horses and domestic animals in this area which I believe could be endangered by traps, snares or poisoning devices which are being placed without flags or locations or any protection of these children and animals. For I live in a residential area where recent trapping activity is causing problems. The residents pets are being are being seriously injured in these barbaric devices, and it is just a matter of time until a child steps on one. The trapper is unconcerned and says he will continue to set traps as long as it is legal. Please act so trappers must at least put flags at the trap site especially when trapping in populated neighborhoods. (It is ridiculous that trapping is legal in residential areas!) Apr-14-2013

Against AB213 should be amended to apply only to specific cities and particular areas around those specific cities. Look at where all the opinions "FOR" SB213 are originating. There isn't one opinion "FOR" SB213 in any of your rural counties. If speed zones are set at 35 mph in certain residential areas of the city should we also legislate that those restrictions apply to all roadways thru out the state? I would think not. Could a fish hook fall under the definition of trapping device? If so you have alot of fisherman out there that will be affected by this legislation. A fish hook is designed to hold fast any part of an animal. There are parts of this bill that are vague, subject to interpretation and unenforceable. SB213 appears to have been hastily put together with very little thought given to its far reaching consequences. Don't burden the people of Nevada with a bad law by a persuasion of just a few. Against If this bill is passed, more trapping related problems will occur. If the time on required visits is reduced, trappers will be trapping closer to populated areas and this will cause more problems. As it stands now, with 96 hour checks, a responsible trapper can successfully trap without endangering pets or people. Marking the traps with a warning flag would also cause potential problems with curious people that would normally pass by a trap without even knowing its there. Also the public should not be allowed to tamper with lawfully placed traps. Trapping is an American right that dates back to the beginning of our country. Against Why do we have a Department of Wildlife? Why are we paying all of the professional's in the Department of Wildlife? Are these Legislator's in such a position that they know more than the professioanls they hire to care and manage our Wildlife. How many of those Legislator's that are proposing to take over the reins of NDOW have the credentials of sound wildlife management? It's obvious by the contents of SB213 that many have no idea what wildlife management really consists of. What is next? Will we witness the takeover of NDOT and all other departments of the state? Sadly Trappers are just the weakest link in those of us that enjoy outdoor activities related to wildlife. Look up links on the various Animal Activists websites. They aren't just anti trapping. Whats next? Hunting? Fishing? Will they at some point have us registering our bullets and fish hooks with a distinct number? Will they limit our hunting to certain hours of the day? Will you only be allowed to fish with aregistered hook and be forced to pull your line out of the water every 30 seconds whether you have a strike or not? This is a bad bill. Please allow your Department of Wildlife make the rules on management of wildlife. They have done a pretty good job over the last 80 plus years. If it wasn't for the sportsman of this state and sound wildlife management we wouldn't have the wildlife to enjoy through out Nevada as we do now. For I can’t tell you how shocked that I am that trapping is legal at all in Nevada. While the Nevada Humane Society has taken the stance that trapping should at least be more humane (see points below), I am personally stunned that people are legally trapping bobcats and other animals in this state. My children and family react to a bobcat siting as an incredibly rare and exciting thing, something that happens only once every few years, so imagine my shock to find out that people are cruelly trapping these animals. If Nevada can ONLY manage to be slightly less barbaric by implementing the bullets below, that’s very sad, especially for wild animals. If farm animals were being killed this way and the public made aware, food producers would be mortified, and take immediate steps to protect their reputations. Why is it that the torture of wild animals is fully supported by the laws of Nevada? I can just imagine how I would explain it to my six year old daughter if we ran across a suffering, trapped animal on an outdoor excursion. What do I say? Some people on this planet are unbelievably cruel to helpless animals? • Restore Mandatory trap registration. Most trappers do not register their traps; therefore, trappers cannot easily be traced or held liable for damages. • Shorten trap visitation time to 24 hours. Current law requires trappers check their traps only every 96 hours, therefore, any animal suffering in a trap has to endure four days of hunger, thirst, elements, predators, fear and pain. • Allow the public to tamper with traps that pose a risk. Currently it is against the law to tamper with a legally set trap, but this is unreasonable if traps clearly pose a risk to people or companion animals. • Traps should be clearly marked wherever they are set. For I am constantly on rural lands, trail riding horses and am always worried about traps! They are dangerous to pets and people. They are also inhumane and cruel. Mar-28-2013
For This bill is needed to help protect our wildlife and pets from the agony of being left in a trap for 96 hours. I also feel it is necessary to have all traps registered to help identify the person who placed the trap. I am a native Nevadan and an avid outdoor enthusiast. I have seen the horrors of animals that have been left to die in these leg hold traps. I also have a neighbor whose dog was caught in one of these traps about 1/2 mile from there home in Spanish Springs. The dog is crippled because of the trap that was illegally set. Against I am strongly against this bill. Registration of traps has been tried and done away with in Nevada. Many trappers mark there traps regardless. Trappers may use initials, or markings some in the form of a brand. It should be up to the individual, not required by law. The removing of a trap or device that is a legal set when working for an animal, if a judgment deems it a certain circumstance is vague. Authorization to remove or disrupt a trap without discussion or knowing in certain circumstances is ludicrous. A warning flag will not help or notify the companion animal that wanders from it’s owner. It will make it almost impossible to catch, and will absolutely detour some target animals from the set. The increased frequency of a trap check would devastate my livelihood, and the livelihood of many others. It would be very difficult to run a trap line. Already it is hard enough with the cost of fuel, and the price of animals. All of the proposed revisions would make trapping very unmanageable. Trapping is great for predator control. Trapping is a job that involves one of Nevada’s greatest renewable resources. Please don’t make it impossible to trap. Mar-28-2013

Against This bill creates an unreasonable burden for the trapper and makes it impossible to work any number of traps that would make the effort worthwhile. Allowing others to touch or move the trappers personal property "traps" is not only wrong but dangerous. The marking of traps is unnecessary and contrary to the whole idea of trapping. They do not understand trapping or hunting and are not interested in learning why they are a valuable part of modern wildlife management. While 100 years ago trapping had its merits, it is no longer a necessity for the survival of an individual(s) in today’s society. Traps set in urban settings makes no sense and are dangerous to children, pets, and adults. Traps are inhumane in their very nature. There is no need to trap animals using such devices. I walk extensively with my dog in the hills surrounding Reno. I fear that one day my dog or I will be caught in a trap or that we will come across an animal caught in a trap. I know such an encounter could be terrifying for me, and horrendous for any innocent animal it ensnares. Against Although I am not a trapper I would like to state that I oppose SB 213 that seeks to change trapping regulations in Nevada. I am particularly opposed to the 24 hour trap visitation requirement. This change will most likely force many trapper to set their traps nearer to metropolitan areas where they can visit their trap(s) within this significantly shorter time period. I am an active outdoor user and chukar hunter and have spent a significant amount of time in areas that are most likely actively trapped and I have never had any issues associated with traps or trappers. The act of marking traps may actually attract more inexperienced people to a set trap which will likely lead to more accidents involving both people and pets. We should not put red flags on loaded guns and assume children and inexperienced adults will not play with them and be harmed in the process. This is not a bill to improve trapping practices in Nevada it is simply an anti trapping bill. I recommend that this bill is killed or that it is voted down if it comes to a vote on the floor. I fully support the request to change SB 213 to include the following points: Restore Mandatory trap registration. Most trappers do not register their traps; therefore, trappers cannot easily be traced or held liable for damages. (The arguments I have heard against this change are ridiculous. Registration of traps is common sense and responsible trappers should not care about this change) Shorten trap visitation time to 24 hours. (This is a reasonable and humane addition to existing legislation) Allow the public to tamper with traps that pose a risk. Currently it is against the law to tamper with a legally set trap, but this is unreasonable if traps clearly pose a risk to people or companion animals. ( I would not have a problem with this point being adjust to require that if a trap is tampered with the individual must report their tampering without fear of prosecution, but unreported tampering or tampering without cause could still be against the law) Traps should be clearly marked wherever they are set. Against I am not a trapper currently and have never trapped in the past. I do know many trappers and have talked to them about this bill to get real input from people that would be affected. The idea of marking with a flag all traps set in the field is a great way to let thieves know how to find them and steal the trap and any fur bearing animal in it. Then use the stolen ID maked trap in an un lawfull way. For Our group, The Sierra Wildlife Coalition in the Tahoe area, both California and Nevada, fully supports all the reasonable and long-overdue provisions in Senate Bill 213. Mandatory trap registration will make it easier for game wardens and will be simple to do since the system is already in place. Registration allows violators to be traced and held liable – which responsible trappers should appreciate. Only those who intend to violate regulations would object to registration. Shortening required trap visitation time to 24 hours is both important and reasonable. Current law only requiring trappers to check traps every 96 hours, leaving animals to suffer for up to 4 days and 4 nights, is terribly cruel and inhumane – not values we should be teaching our children. Requiring traps to be clearly marked obviously prevents countless problems, promotes public safety, and is easy to do. There is absolutely no good reason not to do so. Marked traps are far less likely to pose a risk, but in cases where there is an immediate or obvious risk to people, pets, or service animals from a trap, people should be allowed to protect themselves by moving or disturbing the trap as required. Against 1. Trap registration has been tried before in this state and does not work due to traps being sold or stolen. 2. The current law states that traps shall not be disturbed. If someone finds a trap that they think is illegally set then they should contact NDOW and a game warden should investigate. 3. In most cases I drive 100 miles or more outside of Reno to check set traps. If the check time is reduced then i would set traps closer to congested areas. For Although aware trapping took place in the Spring Mtn. Natl Recreation area I was not aware of the scope of the trapping or the sense of entitlement trappers have until my dog stepped in a trap. This trap was placed in Macks Canyon in an area used year round by snow play folks, hikers, and winter campers such as groups of Boy Scouts. I managed to find the trapper and was told that, even though it is legal for my dog to be off leash in rural Clark County and outside Forest Service campgrounds and picnic areas, that it was my fault my dog was trapped. Trappers apparently feel they have more right to place leg hold traps around the landscape then the rights of the huge majority of us who take our family and pets on our public lands. My dog paniced, bloodied herself biting at the trap and required transport to the emergency vet in Las Vegas for tranquilizing to remove the trap at a cost of $1200.00. I then find that a member of the wildlife advisory committee not only was cited for failure to check his trap holding a coyote next to a campsite in Champion Road within the 96 hours but managed to have the charge dropped to a parking fine in court. These traps should be numbered so that irresponsible trappers can be held responsible for placing traps in recreation locations. Citizens finding traps placed illegally around campsites, picnic areas and residential areas should have the right to remove the trap and contact NDOW for legal action. Also trappers should be required to check their traps daily to mitigate the suffering of the animal. If a person left a domestic animal without water, food, shelter, or protection from other animals they would be appropriately fined. Thank you for your time. Mar-17-2013

Against During the 76th Legislature (2011) this same Animal Rights Group lobbyed our legislature into submitting SB226 requiring the Board of Wildlife Commissioners to adopt regulations restricting the use of leg-hold traps by not allowing traps to be located within 1,000 feet from homes and hiking trails specific to those counties whose population is 100,000 or more (currently Clark and Washoe Counties). They indicated during the hearings on this Bill SB226 that they were not asking to ban trapping. They only wanted protection for their domestic pets. Now they are back this session asking for a 24 hr check time and also a marking of the device location so that they can then disturb and remove the device. The 24 hr. check time will force trappers to locate their traps closer to residence’s and residential clusters in order to comply with the 24 hr. check requirement. Next session they will be back to ban trapping altogether. It is interesting to note that all of the “FOR” opinions are coming from the Urban Senate and Assembly Districts. There are no opinions from the Rural Districts “FOR” this Bill. Why do you folks insist on forcing your ways on the Rurals. No, most people who have posted their opinions on this site are honest enough that they would not have even thought of trying to post twice. Against I'm against this bill.Here's another way to take our freedoms away from the people, and having everything government controlled. Trapping has been around since the beginning of time. I grew up with a family who hunts,fish, and Traps. These things has carried on for generations in my family. Now I've had the opportunity to teach and pass these things down to my three sons. It's been a time to enjoy and bond as a family. Which I'm sure a City Dweller might not ever understand our way of life. But, it worries me that by the time you people(our Government) take all our freedoms away from us that it'll leave nothing for the next generation. It might be easy for someone who has never been around this, to make a decision on something that doesn't effect them and who doesn't care about changing a whole lifestyle that has been passed down for generations. By requiring me to check my traps every 24 hours is going to make it impossible for me and many others to trap anymore. I can understand the reasoning behind the bill in the sense of trying to be more humane, but lets try to be a little more realistic. How is a blue collar working man supposed to abide by these set of rules; most people have higher obligations. Trapping has been a way of life from the beginning of time and I feel it would be a shame to lose the tradition of the outdoors. Against Every Legislative Session sound wildlife management seems to be on the defensive. Nevada is looked up to by every state in the country as a model for how wildlife is managed. I believe that we were one of the first, and may in fact be the first state to recognize that our population growth dictated that we institute a lottery draw system in managing our wild deer herds. To impose a 24 hour trap check with the vast amount of miles most trappers in this state have to cover in checking their traps will only lead to those individuals that chose to engage in this outside activity, the inability to comply with this requirement and will force individuals to attend their traps closer to established residential areas. In years past it was a requirement to register and number traps. What did this regulation accomplish? I fail to see what possible advantage to anyone this would be to go back to this regulation. What is the reasoning behind this requirement? What reasonable person would ever want to advertise the location of a set by posting signs and flags leading directly to its location? Would it be to enable those that might disagree with its placement, the ability to disturb, steal or damage that particular piece of a person's property? Can you just imagine the scenic beauty of the remote areas of this state littered with flags and signs amongst the sage and pinions. This Bill SB213 is just a continuing effort by a few of the folks in this great State of Nevada to dictate their personal emotional views, through legislation, on those of us that just happen to enjoy certain outdoor activities that do not fit within their ideals. For This is common sense legislation. For too long the trappers have been able to position and check traps far too infrequently. They don't even have to register their traps. This is not going to end trapping and wipe out a way of living. It merely going to bring Nevada to the 21st century in relation to fur bearing animal trapping. Even as home pets died from these traps, the trappers still said it was the cost for them to do business. It took the threat of the legislature for them to agree to leave traps farther away from trails and away urban areas. The trappers do not legislate themselves like they say. The trap was set less than a thousand feet from our house, on private property without permission, and less than 100 feet from a road/walking trail. We live on a ranch 15 miles from pavement with our nearest neighbor over a mile away. If other people living on this ranch can drive over 40 miles to work every day, trappers can easily visit their traps within 24 hours. This bill should have included a no trap zone of one mile from any residence without written permission from ALL occupants of such residence. Against This has to be some of the most Idiotic proposals about trapping made, the section about registering traps was already tried and scraped back in the 90s, while a 24 hour check sounds nice it would limit trapping to areas close to towns creating more conflict with other recreational users of the area. And marking the site of a trap is only making it easier for thieves to steal it and allowing others then the licensed trapper to whom it belongs to remove it only makes it easier for them to get away with stealing there personal property. This is a multi-million dollar industry and will seriously hurt many Nevadans living in rural areas of the state. Against Trap ID does not work just like 15 years ago, ask Nevada Department of Wildlife. In some cases it takes more than one day to catch an animal. This is an attempt to make the rules so difficult that no one can afford to make a living off trapping. When a wildlife species' survival is threatened, the species attempts to survive the slaughter by increasing reproduction. Mankind is no different when it is threatened by disease, tyranny or lack of food and water; it takes steps to survive. Targeting wildlife species for death because they have been designated as predators interrupts the hierarchy of wildlife. Predators are critical to the food chain while eliminating rats and other pests. Predators increase their reproduction when their species in threatened--a natural reaction. If trappers are going to place lethal instruments on public lands, they have an unwavering duty to protect humans and domesticated animals from harm. Trappers claim their traps will be stolen or mutilated, which is a very compelling argument for trap registration. When a car is stolen, the registration and VINs are methods for returning stolen property to its rightful owner. It is no different with traps. Trappers should readily embrace registration as protecting their property. If trappers are so concerned with theft and mutilation of traps (rather than their mutilation of wildlife via the traps), trappers should be advocating for constant, in-person monitoring of those traps. Twenty-four hour inspection intervals of placed traps won't prevent theft. The trappers need to camp out nearby as long as the trap is active. Trappers cannot expect someone else to supervise their property (the traps). If trappers wish to engage in trapping, they need to be responsible for their traps, minimize animal suffering and take all reasonable steps to prevent injuries to humans and domesticated animals. My own dog was caught in our traps and she is just fine. We need to educate the ones who don't understand instead of punishing those that do. My 8year old son is getting involved with trapping. For This bill strikes an overdue balance between the 1,000 trappers in our state who want to exploit public wildlife for personal economic gain and fair kill principles that minimize animal suffering and protect humans from injury and death. When setting concealed traps, it is critical to mark those traps with flags to prevent human injuries. When a trap creates an immediate and obvious risk of injury or death to any person, pet or service animal, it is necessary for the public to tamper with that trap to prevent unnecessary injury or death. Authorization to trap the public's wildlife comes with an absolute responsibility to minimize animal suffering. Lowering the in-person trap visitation from 96 hours to 24 hours meets that requirement. Would the trappers or members of their families want to be caught in a trap without the possibility of release, help, food, water or defense against predators? Yet that is precisely what trappers cause by their actions and inattentiveness to the traps they set in the wilderness. Recently the Wildlife wardens found several unregistered, unmarked and illegally-placed traps near Reno. For All I can say is that it is about time! Stricter controls on trapping activity in Nevada have been needed for a long time. Many non-target animals, like my dog Sunshine, have been caught and injured in traps. Trapping is a dangerous activity for many reasons, not least of which is that there is no warning whatsoever and no identification on traps required. When you have had your own beloved dog caught and injured in a leghold trap, with no warning whatsoever, both you and your dog are never the same. Traps are concealed, both to animals and to people, including their pets and children. Not visiting traps, even within 96 hours, is a frequent trapper violation. Many traps are set much too near to recreation trails, buildings, roads, campgrounds and picnic areas. The Mt. Charleston area attracts many tourists, who are in danger that they know nothing of. The Nevada Board of Wildlife Commissioners is mostly made up of trappers, hunters and anglers who stick together. ALL the County Advisory Boards require that members have a license to kill wildlife. For Please pass SB 213. Indiscriminate trapping of animals is cruel and simply bad science. Being held in a trap for 24 hours is the most an animal should have to tolerate. I am sorry the trappers will be inconvenienced, but this is not about them, it is about our wildlife. Trappers make thousands of dollars off of our wildlife while only paying minimal amounts to NDoW. Traps must be identified or we can not punish those who break the law. It is not too cumbersome to place identification on traps. Traps should be marked so people walking dogs can avoid them and if a trap is causing danger to others, anyone should be able to remove or disturb it. Trapping is unspeakably cruel. For Letting animals suffer for multiple days is not humane. To keep people and their pets save, traps have to be marked so people walking their dogs can avoid the areas. If you are a legal trapper, you can go and register a trap. If not, you are one of the illegal ones, not educated on how to safely trap, and in that case you have no business setting a trap (which is why you are fighting it in the first place). Too many cases of companion animals suffering and dying show there are too many wanna be trappers that don't know what they are doing. Humans and their pets need to be kept save. Against I don't mind trap registration, but flagging traps and a 24 hour trap check is ludicrous. Flagging would just serve to attract attention unneccessarily to legal traps and encourage thievery. The 96 hour trap check in place now works great and anything less is totally unncessary. A 24 hr check would all but stop trapping in Nevada. It would not be feasible or affordable. For I hike with dogs in BLM land. One of my greatest fears is running into a trap and having it kill one of my dogs. We are no longer living in the wild west, as populations grow and people encroach, it is a sad fact that civilization must be be protected. While trapping used to be a viable and necessary way to survive, that is not longer the case. For I am in favor of this bill. I am entirely against traps unless they are humane traps. People cannot indiscriminately trap animals and leave them stuck in a inhumane trap for very long. I am in favor of checking on traps every 24 hour period and that they need to be identified. Poisoning is entirely out of the question as it is a indiscriminate killing option which kills pets as well as other wildlife not intended to be poisoned. People should be allowed to release their pets or feral cats from these traps without penalty. Penalties for violation of the rules need to be strict and enforced. Against The changes that are being requested in SB 213 will do nothing except encumber the regulations with rules that do not improve trapping. The registration of traps has been tried before and failed miserably. If you want a system to register traps that work the state would have to spend over half a million dollars to create a registration system similar to what is currently in effect to register automobiles. Against I am totally against this bill as it will basically eliminate trapping as a means to control predators in the state. Predator managment is vital to rebuilding our deer herds and trapping them is an affective way of managing them. It is much more affective than hunting predators and the trappers are putting money into the state while doing this. Other ways of managing predators that are extremely effective have been outlawed or are so expensive that they can't be done enough to be effective. Against I think that by implementing the limitations that are being recommended in this bill would pose more of a detriment and safety concern. The safety aspects involved with someone who does not know how to handle or disable a live trap is a huge safety concern, and the majority of experienced trappers conceal their traps in areas were there is the least foot traffic by humans and domestic animals. Those that do not follow the current regulations as written, should be dealt with according to the current regulation. The public should leave the disarmament of live traps to the Dept. of Wildlife Law Enforcement, and utilize the Operation Game Thief hotline to report any game law violations to ensure safety. Gowan am opposed to SB213.I am a trapper,hunter,professional guide,fisherman, and family man.I make 100% of my income from these activities.I am not opposed to trap registration.However I am very opposed to making it legal for the public to remove traps belonging to any trapper.All this would do is create a great deal of conflict.Also it would give anti trappers a virtual right to follow legal trappers around in the field and molest their traps.This will cause conflict in the field. I do not agree with short trap check times as nevada is a large state. It takes a lot of time to get anywhere in Nevada.There may be issues in certain counties in Nevada regarding trapping.Yet I believe it can be solved in other ways.There is bad representation in everything in this world.Dont punish everyone for the actions of a few. How about a required trapper education course for all trapping liscense holders.That would educate people not alienate them.I am a 5th generation trapper in my family.I would like to continue the tradition with my children and grandchildren.Under this proposed regulation I would not be able to do so logistically. Against although I don't trap, I know many people are averse to the practice and routinely steal legally set traps in our state. Requiring trappers to flag each trap will only serve to increase the amount of theft. This proposed legislation is reckless and not well thought-out. While I believe the intentions are righteous, were it to pass, the consequences would be devastating and would promote further thefts. Additionally, an increase in the frequency of visiting traps would force trappers to set their traps closer to their homes. Most live withing city and town limits. There was a large push over the last few years to restrict trapping to more remote areas away from civilization. Against This bill has no benefit to the public except to further deplete the coffers. For example where would the money come from to replicate a data base much like the dept of transportation currently use? To be able to move or tamper with a set trap is like saying I don't like how or where that person parked their vehicle and I have a right to go and move it. Question comes up are you tampering with it or stealing it? Are you now going to tie up more time with judges? The issue of visitation....a regulation was just passed to move the distance from a dwelling to 1/2 mile now in congested areas, which was basically telling trappers to go farther away and now you are telling them to say close so you can visit it each day now. What back up info is being presented to warrant just a drastic change? The NBC station in Las Vegas has been showing segments about how many pets have been attacked by wildlife and have been killed. I think the new regulation should be repleaed and replaced with a 500 foot setback to dimish the amount of wildlife coming into communities. If the trapped are PERMANETLY martked then that means if someone stole a trap and illegally set it then you would be liable for life...this hardly seems fair! I see a lot of beauracratic regulation that would accomplish nothing. Trappers are the most regulated group in Nevada. They must furnish a jaw bone and have each bobcat pelt sealed which adds another cost to the sportsman. A fisherman doesn't pay for each fish he catches as an example.
