| For | Subject: Taxi Assistance Program (FKA-Senior Ride Program) The Aging and Disability Services Division Director issued Regulation LCB RO17, enacting Chapter 706.658 to 870 NAC which states seniors participation in the Senior Ride Program will be based upon financial Means Testing and not age. The Senior Ride Program started over ten years ago and was only based upon age of 60. Seniors could buy books of taxi coupons to be used for transportation to where ever they wanted to travel. It was a benefit of getting old. The Program helped individuals who could no longer drive and gave them the freedom of not being house bound. The program was funded by the Nevada Taxi Authority via surcharge upon the taxi companies and from the senior participants in the program. NOT ONE CENT of tax dollars was ever involved. It operated successfully for over ten years. According to the their latest report dated February 2013, the number of participants has dropped from around 6,000 to the present level of 3,557, a 50% drop, and the number of monthly coupon books sold has dropped from a high of 11,670 Q1 FY12, to its present level of 5,328 Q2 FY 13, a 55% drop. How can a great program get destroyed so fast, just because of a regulation. The program was not established based upon financial need, but age only. I know a lot of seniors on fixed incomes, who have now become house bound again because of the lack of transportation. As members of the Health and Human Services Committee please see what you can do to get the regulation repealed. If nobody is getting hurt and no tax dollars are involved, lets resort to the original intent of the program, discount taxi rides for Seniors and those individuals who are handicapped. | May-10-2013 |

| Against | The problem here is not the obvious medical need, but the legal principle of mandates and terms of a contract having to be imposed by law. Why can't a law simply say that health insurance -- public or private -- shall pay for the patient's medical needs as determined by a medical doctor, and forget about politically favored mandates? Yes, we'll still quibble over elective, non-elective and emergency procedures, but does that require specifically naming each possible procedure and will we therefore constantly have to update the law as new procedures are developed? The chairman didn't have a clue what he was doing. He let some jackass liberal speak for, it seemed, twenty minutes about how bad guns are. She then stated satistics that were untrue. When the pro gun people finally had a chance to talk, the chairman let a few speak and then closed the hearing with the excuse he had to go to the floor.
