Why are you exempting the property tax from the existing limit? We can’t afford more taxes! This new property tax is exempt from the existing limit of $3.64 per $100. Why have a limit if you are going to pass new taxes and exempt them from the limit? Homeowners are the first citizens to be hit with tax increases. Many apartment dwellers get government-subsidized rent paid for by taxpayers; and, all apartment dwellers receive the same benefit of public services and protection as property owners do. Consider including these citizens in any tax increases. In Spanish Springs (zip code 89441) where we live, we had to pay $21,000 per homeowner last year to the County for road paving in our property area. Over 400 property owners were assessed for this. We have also been paying $22.00 per quarter for flood control utility fee for the last 6-7 years (it started out at about $7.00). The flood control benefits the main road of Pyramid Highway, so we are paying to keep this Nevada main road from flooding (2.5 miles from where we live!) With the recent recession, property taxes have dwindled and left WCSD without sufficient funds to keep our aging schools safe and functional. Please give this Bill a fair chance. The people have demanded a limit on property taxes. What does the Legislature do? They find a way of ignoring the limit so they can raise the property tax. It is politics as usual ….which is the reason that “we the people” who pay the taxes increasingly consider “politics” a dirty word. We know that all too often, it means buying votes from those whose votes are for sale and leveraging for power with groups who seek to force consumption of a product that is too inferior and high priced to sell on the open market (e.g public education). It somehow has become a system that believes that “we the people” are so morally and intellectually incompetent as to need to pay for someone else to regulate us and be our caregivers. Ironically, this system has created a special class of “we the people,” those who sit in legislative chambers and cubicles in government offices, who are somehow purified of the common moral and intellectual debilitations such that they are qualified to be the regulators and caregivers. They can even make themselves exempt from the laws and regulations they create. I urge you to oppose AB46. We are taxed more than enough, regulated more than enough. It is time that government had to justify its programs, departments and products the same way that “we the people” do. After all, incompetent though we are, we are somehow managing to pay for the stuff that government is constantly seeking more money to tweak, renovate or create, and still have enough left to produce something people buy, not because they have no choice, but because they really want it. | May-13-2013 |

The state and counties must be more resourceful with the money they have. For example, let's tie administers' and teachers' salaries to their performance: Nevada stands 49th of 50 states yet in teacher pay we are 21st of 50 states. Why not freeze all pay and benefits at current levels and we can reassess "raises" when Nevada at least becomes 21st in education in the 50 states. Newer schools have five or more sinks in a room. My kiln doesn't work properly as is it turns off too soon and when I try to fire a second time for the glaze to set properly it turns to a drip down the side instead of a nice even glaze. I have no wheels for clay yet Cold Springs a newer school has two kilns that are electronic ( mine is not and is getting too hot too quickly) and two wheels. I have classes of 30 to 36 students for five periods a day. This is inadequate and I feel my students deserve just as much as other students in the district. | For | My name is Gordon McGregor and I am writing to urge you to support AB 46. I teach at Sparks Middle School. My school opened in 1965, we have numerous issues with our heating, ventilation, air conditioning , and plumbing. Some class rooms are too cold while others are too warm. A building the age of ours has many other needs as well. The carpeting is worn and the student lockers in the hallways and locker rooms are original to the building and need to be replaced. We have science rooms that do not have sinks, lab stations, or demonstration tables. It’s not fair to students who are assigned to classes in rooms that are not adequately equipped, or are too cold or too hot for children to be ready to learn to the best of their ability. Washoe has twenty-seven schools that are fifty years old or older. Over half of our ninety-seven schools are over 30 years old. | For | Honestly, I don't know how to be nice about the school funding issue anymore. I am embarassed that our state has such little regard for education. I am ashamed to tell people that NV has some of the worst funding and as a result worst achievement. I was horrified when I moved my children here and found that the local district was teaching math 2 years behind the curriculum they were learning in Texas. At the time, my youngest child was in 2nd grade. How is it even possible that he was already 2 years ahead in math in 2nd grade? One answer: full day kindergarten in Texas. Guess what? He now has to compete with those same children for scholarships and college admission. They surely have surpassed him with TX's committment to education, which is reflected in their state's economic success. Americans want to give the best opportunities to our children, not the low end level of funding NV provides; which is evident when businesses choose to fore go the great tax benefits of our state in favor of states that value education. You are not doing our state or the children living here any favors by continually underfunding their schools and putting their safety at risk by crowding them into dilapidated buildings. If you don't support improved funding for education, including capital projects, in NV, then you need to reevaluate whether you are a good fit for the position of leader in NV. I apologize if this is overly blunt, but I have no more energy left to waste on being polite on such an important issue. My youngest is in HS, and I would like to see some resolution before he graduates. Time is running out for NV to start improving education, otherwise there will be a generation of under prepared NV citizens expected to keep this state running. | Against | The more I hear about the AB 46 bill, before the Assembly Committee on Taxation, the more and more I become concerned. While I am not totally against supporting education, I am against the fact that this bill will give the Washoe County School District trustees a blank check to raise taxes anyway they see fit. Also, there will not be any ear marks for these funds so most of these funds will wind up in the teachers pension fund and Cadillac benefit packages, and in the union pockets. I am sure the unions are the biggest supporters of this bill and I don't see how it will help our kids. Also, I don't see how the Washoe County School District trustees have the right to increase taxes, I thought that was up to our elected Assemblymen and Senators. Something very wrong with this and it stinks. As time goes on I see Nevada becoming more like California and this is one of the reasons I left 40 years ago. I am retired and on a fixed income and won't be able to afford my already ridiculous property taxes and will be forced to to sell my home and move to a mobile home in the north valleys if they increase any more. | Against | As a longtime employee of WCSD, I witnessed many years of indifference toward maintenance and budgets slashed yearly. When bond issues were passed for maintenance needs, the WCSD first created a bloated, overpaid "bonds department" to oversee the funds, and money was wasted on projects that had little or no bearing on school maintenance. Now they say the cupboard is empty. Or is it? Less than a month ago, I saw a WCSD operational report buried in the back pages of the Reno Gazette-Journal that showed a balance of 150 million dollars in the Capital Improvement Fund.
