Against This bill is not about stopping prison rape. As presented,this bill is about STOPPING what may be considered "gay" activities,i.e., a person kissing another person. Did your Mother ever kiss you? This is nothing more than a right wing Christian witch hunt. Do not pass this bill. Thank you. Feb-13-2013
Against This is not a stop prison rape bill. Adding kissing as a criminal offense is outragious. People kiss people on the cheek regularly as part of greetings. Making such conduct - which is INTERPRETED by prison guards, who have their own bias and prejuice against "alleged" gay activities can not be permitted. Do not pass this bill. Feb-13-2013
Against My wife and I are in opposition to SB33. Sex between prisoners should not be allowed, whether consensual or not. There would be too many problems for inmates who were told that they had better say that sex was consensual, or risk injury or death while in custody. This bill does not provide any protection for inmates, whereas the law which prohibits sex between inmates does. My wife and I are registered voters living in Boulder City, Nevada. Feb-13-2013

Against This bill is little less than vengeance legislation. Arrested individuals are placed in confined areas where they are typically required to share open toilets, have group showers and little if any privacy. The circumstances the gvmt places them in demands they violate provisions of this bill. It would be much better to reform the legal system so non wealthy individuals stand a chance of a trial. Against NRS 212.817 was originally intended to prevent prison employees from sexually assaulting inmates, not to prosecute inmates for being human. Imagine never being able to give or recieve a hug from another human being. These people may be incarcerated, but they are still human beings who deserve at the very least the warmth of human kindness on occasion. This bill is the epitome of inhumane. Feb-13-2013
Against As a concerned constituent and survivor of sexual violence, I am asking our legislators to deeply examine and take strong action against SB33. This bill would add new language to NRS 212.187 that would make consensually kissing another inmate and personal, private masturbation by inmates Category D Felonies prosecutable by the Attorney General's office under Nevada law, potentially misdirecting federal funds allocated expressly for the prosecution of prison rape. The revisions proposed to NRS 212.187 in this bill are inhumane and reprehensible. This statute was originally created to protect inmates from sexual assault at the hands of those who supervise them because of the power dynamic involved. Today, it is primarily used to allocate taxpayer money for unnecessary felony prosecution of inmates who have consensual sex with each other. This legislation originated in 1981 as AB87 and the original language stated: "It is unlawful for a prisoner confined in an institution of the department of prisons" and "an employee of the department to engage in sexual contact with each other." NRS 212.187 specifies that it enforces The Prison Rape Elimination Act of 2003 (PREA), but in its current form, it provides few legally accessible remedies for sexual assault from guards and the ongoing threat of felony criminal prosecution for innocuous consensual physical affection between inmates. Please strike all of this bill's new language and use this opportunity to revert NRS 212.187 to either AB87 or SB113 "As Introduced" in 1997, Section 10, prior to subsequent revisions. Against Get rid of the Prison Industrial Complex police state policy. Does this apply to the guards, too? Fondling, kissing or caressing another person or watching the person change clothing or use a shower, toilet or urinal is a felony? Who is so sexually repressed to further criminalize someone who is already in prison for being a human being that desires touch or interaction as anyone normal does? Is this a private prison attempt to keep jails full for profit? Feb-11-2013
Against There are some very serious unintended consequences to this bill. We need more independent outside oversight for what guards are doing. What we don't need is more people spending longer in jails because they continued to act like human beings while a minority of corrupt guards abused new laws. Feb-11-2013

Against VERY BAD LAW!!!... For two reasons....#1..What if a guard is watching an inmate shower? Remember showers are a common place for attacks. Is this now a crime? Will they be prosecuted, How will state defend this law if guards are exempt and males continue to work in female prison or females in male prisons?..#2..How about looking at way tiers in prison buildings are set-up, If an inmate's door is facing the community shower, is he/she then guilty of committing a new crime? just for looking up from her/his bed?...making this criminal is insane and too subjective.
