Why would someone want to research legislative history?

Some might research legislative history to try to determine the “legislative intent” behind an enacted statute, especially if there is some ambiguity in the statute – perceived or actual.  Others may be looking for the reasons something did or did not pass.  Still others may want to use legislative history for their own larger research projects.
