SENATE JOINT RESOLUTION--Urging the Director of the State Department of Conservation and Natural Resources to draft an interstate agreement relating to the Walker River system with the Director of Water Resources of the Department of Water Resources of the State of California. WHEREAS, Water is one of the most precious natural resources of both Nevada and California; and WHEREAS, By virtue of their common border Nevada and California share certain water resources, including the water within the Lake Tahoe, Truckee River, Carson River and Walker River basins; and WHEREAS, Nevada and California have competing needs for their shared water resources; and WHEREAS, Without an interstate agreement these competing needs result in conflict and controversy between Nevada and California; and WHEREAS, The California-Nevada Interstate Compact, which has been ratified by both the Nevada and California legislatures but has not been consented to by the Congress of the United States, addresses these conflicts and controversies; and WHEREAS, The Congress of the United States has enacted, through the provisions of Public Law 101-618, 104 Stat. 3324, an interstate agreement with respect to the waters of Lake Tahoe, the Truckee River and the Carson River; and WHEREAS, During the course of negotiations regarding the California-Nevada Interstate Compact, extensive information and numerous agreements pertaining to the Walker River system were developed which, where appropriate, should be considered in future negotiations concerning the Walker River system; and WHEREAS, Because additional issues pertaining to the Walker River system must be resolved, including, but not limited to, the need for additional water for the Walker River Indian Reservation and additional water to maintain and preserve Walker Lake, an interstate agreement allocating the waters of the Walker River system is necessary; and WHEREAS, Because the Walker River system is an integrated system, all issues pertaining to the Walker River system should, to the extent practicable, be considered and resolved together; now, therefore, be it RESOLVED BY THE SENATE AND ASSEMBLY OF THE STATE OF NEVADA, JOINTLY, That the Nevada Legislature hereby urges the Director of the State Department of Conservation and Natural Resources, with assistance from other interested persons and organizations, to draft a comprehensive interstate agreement addressing and resolving all issues pertaining to the Walker River system, including the allocation between Nevada and California of the waters of the Walker River, with the Director of Water Resources of the Department of Water Resources of the State of California; and be it further RESOLVED, That the Secretary of the Senate prepare and transmit a copy of this resolution to the Director of the State Department of Conservation and Natural Resources, the Director of Water Resources of the Department of Water Resources of the State of California, each member of the Nevada Congressional Delegation and each member of the California Congressional Delegation; and be it further RESOLVED, That this resolution becomes effective upon passage and approval. -30-
