Continuation of Discussion and Possible Recommendation Regarding the Formula for Distribution of Money Contained in the Local Government Tax Distribution Account:




A.   Separation of the Base Amount from any Excess Amounts Pursuant to the Formula.


B.    Implications of the Use of the Consumer Price Index as a Factor in the Formula.


C.    Implications of the Requirement to Multiply Growth Factors by “One Plus.”


D.    Implications of the Use of Population and Assessed Valuation as Factors in the        Formula.




Discussion and Possible Recommendation Regarding the Implications of Various Changes Concerning Regulation of Certain Public Utilities Operated by Certain Governmental Entities.
